Demolition of Cape Coral's Yacht Club slated for April will cost almost $1 million

The city of Cape Coral is preparing for the demolition of the Yacht Club and its facilities in April as it awaits permits.

Cape Coral's Yacht Club Community Park , which includes a yacht basin, tennis courts, a swimming pool, a ballroom, and a beach, has served as a popular attraction and staple for the city since the 1960s but is set to undergo major renovations.

"It should start in April," said David Hyyti, interim director of capital improvements, during a committee of the whole meeting on Wednesday.

Demolition of the Yacht Club was previously set for late December/January. Despite plans for its renovation, Hurricane Ian on September 28, 2022, demolished the buildings and shoreline, requiring a massive change in plans.

Here's what we know:

What are the current plans for the Yacht Club?

The city had planned  in early 2022 to close the park for two years  for renovations that included replacing the seawalls and marina wet slips, replacing the harbormaster building and boat ramp, and building a three-story parking garage and beach restrooms. The beach would also be expanded, and utilities relocated.

Then Hurricane Ian struck, delaying plans, and shuttering the beach for more than a year.

Since that time, Kimley Horn, a consulting firm focusing on public and private developments, has been working with the city to revamp renovations.

These plans now include a new two-story community center to replace the ballroom, removing the tennis courts, rearranging the area to accommodate a four-story parking garage, a new restaurant, and a new resort-style pool.

Previous discussions  said the project could cost up to $100 million.

Who has been contracted?

Johnson-Laux Construction, a full-service construction management firm that operates out of Winter Garden, has been contracted for the demolition and deconstruction of the Yacht Club.

The firm is also tasked with preserving a portion of the old ballroom building, which includes interior ceiling beams, stonework, a fountain, and the front glass doors with the Yacht Club written on them.

What will it cost?

A contract was awarded to the construction firm on Feb 26 after piggybacking off other entities' existing contracts for a fixed price of $987,716.04.

How long will it take?

Once the permits from the Army Corps of Engineers and the Florida Department of Environmental Protections are approved, work will begin within 30 days and take 60 days to complete.

Construction will not affect the now-open beach area.

If the work starts in April, complete demolition could be finished by July or August.

What we know about the current status of Cape Coral's Yacht Club.

Cape Coral plans to demolish all the buildings at its beloved Yacht Club Community Park by possibly August or September.

"Due to the extent of damage received during Hurricane Ian, the remaining Yacht Club Community Park buildings will be demolished," city spokesperson Kaitlyn Mullen wrote in an email to The News-Press.

Ian and its effect on the Yacht Club

The park contains the main ballroom, Tony Rotino Center, tennis courts, a pool, a pier, and a beach; all of which will be affected by the upcoming renovations.

The Cape Coral Yacht Club Community Park is the city's premier gemstone, but Ian, a Category 5 storm, devastated the area on Sept. 28, leading to the park's closure.

Damage included shattered windows and damage to the ballroom, scattered sand from the beach, and debris everywhere.

Meanwhile, the adjacent Tony Rotino Center, used for wedding receptions, as a poll site, fundraisers, and more, sustained damage to its roof, flooring, and landscaping.

Adjoining mechanical, electric, and equipment to the facilities were also incapacitated.

Previous discussions estimated that it could take years to repair the Yacht club and as much as $100 million for a "clean slate" approach to renovating the heavily damaged facilities.

What was said at the meeting?

At a regular city council meeting on Wednesday, the city announced several updates on the Yacht club.

Interm City Manager Michael Ilczyszyn said Wednesday's meeting is the start of the city informing residents more about the status of the Yacht Club.

Councilmember Tom Hayden said the city has to keep its resident informed as the main building and Tony Rotino Center, which date back to the '60s, will be razed.

"We know the damage that was caused there. We know that they need to be demolished and that we need to put a plan in place, and part of that process is making sure residents have the right information on how and why we are moving forward," Hayden said.

Mayor John Gunter also said the city hopes to start providing weekly updates at the regular city council meetings.

Paul Clinghan, director of capital improvements for the city, gave the yacht club update.

Clinghan said Kimley Horn, a consulting firm, is putting together a bid package for the demolition of existing buildings.

He said the bid could happen in June or July, and the actual demolition happening possibly by August and September.

A master plan for the Yacht club, based on the discussion from the council's winter retreat, will be presented in nine to 12 months.

The public works department is cleaning the area's parking lot and bringing lighting for the reopening of the Boathouse Restaurant by the end of May.

The Boathouse restaurant expects to open at the end of May, Clinghan said.

The yacht club boat ramp and beach remain closed to the public.

Cape Coral is working with FEMA for reimbursement for sand refurbishment. Every other park amenity remains closed.

New timeline for Cape Coral Yacht Club restoration

CAPE CORAL, Fla. — A new timeline is set for when all the amenities might open at the Cape Coral Yacht Club.

The Boathouse Restaurant was scheduled to reopen at the end of this month but now Paul Clinghan, Director of Capital Improvements for the City of Cape Coral, says it may not happen until June.

Clinghan says the city is working on parking and lighting as well as temporary fencing around the areas of the yacht club that will still be closed.

As for the boat gas station, it’s up to the city’s public works department to make sure the tanks and supply lines are ready. Then the restaurant will make the final decision on the actual pumps.

During Wednesday’s Cape Coral City Council meeting, he also said the boat ramp is still shut down and that will stay the case until at least September. The reason given by the city is the company responsible for removing abandoned boats from Lee County, has removed 89 from Cape Coral so far, and they anticipate needing until August 31st to remove the rest.

The beach remains closed until further notice. Clinghan says “As far as sand refurbishment, we’re waiting for FEMA approval. They still have to send out a beach inspector. That’s actually a specialist that comes out related to beaches, to see if we’re eligible for reimbursement. The marina is still closed and the other amenities”

As for the buildings at the Cape Coral Yacht Club, they will all be demolished and that will not get underway until September or October as they wait on FEMA reimbursement.

Another update from the city of Cape Coral is expected next month.

The fences are down, new sand laid, and after 400-plus days, the Cape Coral Yacht Club Beach is open.

City officials on Thursday afternoon gathered to officially declare the popular spot open to the public after Hurricane Ian just about destroyed the area a little over a year ago.

“This is a great day for our community,” said Cape Coral Mayor John Gunter. “Four hundred and eight days ago, we had almost a Category 5 hurricane hit this area. And this area of our city was the hardest hit.

“Today is great day so we can open the park up, and let our residents enjoy the beach that we do have here in Cape Coral.”

Gunter said the city would have liked to have the beach open sooner, but that having to wait on permits resulted in having to wait longer than anticipated. He said as soon as those permits were approved, city crews were ready to move in swiftly to remedy the area that was riddled with debris, including the addition of 500 tons of new sand.

“This area, in my opinion, is one of the crown jewels of the city,” Gunter added. “Our city council, as early as (Wednesday), were having discussion on next steps and what we are going to eventually rebuild here for our residents. I’m very eager to get those discussions completed so the construction can begin.”

City officials said safety was a top priority for Council when it came to reopening the Yacht Club Beach. Following the storm, boats were scatted about, the pier was just pilings, tree debris was rampant. The city was forced to demolish both pavilions, both restrooms were lost, finger piers gone.

“It looked like a war zone,” Gunter said.

City Manager Michael Ilczyszyn said vessels were sunk in the basin that needed to be hauled out, the Harbor Master’s building lost its roof, and that “it was pretty rough.”

“It’s taken the entire year with staff little-by-little clawing into here,” he said. “Before opening, we sent divers in the water to scuba dive the entire thing to make sure if anyone went into the water, they wouldn’t be stepping on anything.”

District 1 Councilmember Bill Steinke said while it’s been a long road to opening, more needs to be done.

“As you look at the beach today… as soon as the boat ramps are relocated inside the marina, the beach will even span a further distance along the waterway to have greater beach area for all of our citizens and tourists to enjoy,” he said.

Steinke said he and council are looking to make the existing, and new amenities at the Yacht Club Community Park “the best they can possibly be. Not just for today, but for decades to come.”

Those amenities could include a “resort-style” pool, community center for events, restaurants, and a secondary pier.

Steinke said the city is waiting on additional permitting to start on a new seawall and docking.

“And all the amenities will come next,” Steinke added.

With new amenities and the demolition of the Yacht Club Ballroom on the horizon, city officials are hopeful another closure is not forthcoming. Ilczyszyn said the city has plans for the end of December or early January to start the demolition of the ballroom and Tony Rotino Center. The city hopes to have all of the contractors staged behind the building as to not interfere with the limited parking for beachgoers currently.

“We think we’ve got it positioned statically where we can do that work, and allow the residents and tourists to still come here and enjoy the beach,” Ilczyszyn said.

While city officials were delivering this update, some residents were already taking advantage of the downed fences — laying out to work on their tan, taking a dip, and enjoying the new sand between their toes.

Part-time Cape resident Kay Davis was soaking up the sun with a few of her friends, all of whom were excited to have the beach in their backyard open once more.

“We planned on going to Sanibel or Lover’s Key (and due to traffic) we said, ‘Hey, let’s see if this is open.’ And it’s nice,” Davis said. “It’s so much easier to get here. And we love the Boathouse restaurant.”

Davis and the others all agreed it was getting tiring having to drive out of the city to enjoy a beachfront area while the area was shutdown.

“We missed it last winter,” Davis said. “There are great conditions here. I am a bit worried about what the parking is going to be like when (construction starts).”

The Yacht Club Beach will return to regular operating hours today.

City of Cape Coral unveils updated plans for Yacht Club

CAPE CORAL, Fla. — With the Cape Coral Yacht Club reopening this Friday, we are getting a glimpse of what the rest of the yacht club could look like.

City staff provided an updated version of the Yacht Club Master Plan at Wednesday’s Committee of the Whole meeting. They provided two concepts.

Both add a second pier, a resort-style pool, and another restaurant. There will also be more parking. The plans show a three-story parking garage with more than 500 spaces. There would also be nearly 40 spaces for boat trailers. However, crews would have to take out the pickleball and tennis courts to make room for it.

The city manager said they will revisit these plans in January. This project is still in the design phase. There is no date set yet to take a vote on it.

The Cape Coral Yacht Club Community Park is preparing to undergo major construction as part of the Parks GO Bond improvement project. Closure of the entire Yacht Club Community Park, including the ballroom, beach, boat ramp, pier, pool, tennis courts, marina, and senior center, will begin on April 1.  

Closure of the park is required due to the extent of the construction and renovations taking place.  Most of the park’s programs will be relocated to other facilities during this closure

While we understand closing the park will be an inconvenience to our residents and visitors, keeping portions of the park related to the aforementioned construction open would pose a safety risk to our visitors and residents that can be avoided by this temporary closure.   

Planned park improvements are based on the City’s Parks Master Plan and will transform the Yacht Club Community Park into a resort-style atmosphere.  Construction is expected to take approximately two years.   

The privately-operated Boathouse restaurant will remain open during construction.

FEMA called "the villains" by Cape Coral Mayor after cutting flood insurance discounts

C ape Coral Mayor John Gunter is demanding full transparency from FEMA after the agency announced cuts to discounts on  National Flood Insurance Program premiums, calling them "villains".

The cuts could cost more than 27,000 of the city's households a cumulative $8 million next year.

"FEMA did not provide any documentation; they did not provide any data that they utilize in order to make this decision," Gunter said during a press conference Wednesday. "They are the villains in this issue."

The city is asking for more documentation to identify the issue that will raise premiums 25% and potentially solve the problem before the city loses its flood insurance discounts.

FEMA slashes discounts

Last week, FEMA informed many Southwest Florida municipalities that it plans to alter flood insurance ratings that will slash discounts, which was met with swift condemnation by local officials.

FEMA's communications team previously stated that the lowered class ratings and subsequent discount loss were due to "the large amount of unpermitted work, lack of documentation, and failure to properly monitor activity in special flood hazard areas, including substantial damage compliance ," since Hurricane Ian hit the area on Sept. 28, 2022.

Two Lee County municipalities, Sanibel and the city of Fort Myers, are not impacted by the decision.

The NFIP conducts a field visit every three years to audit floodplain management activities and flood-mapping records. Municipality governments then receive a rating from the Class Rating System program.

Cape Coral joined the NFIP in 1981, and there are approximately 27,673 NFIP policyholders in the city with more than $8 billion in coverage.

The Class Rating System  is a voluntary federal program that recognizes and encourages community floodplain management activities exceeding the minimum NFIP standards by providing incentive premium discounts.

The discounts are given out in 5% increments using a 1-10 rating system, with Class 10 being low and Class 1 being high.

The city's CRS rating will go to 10 on Oct. 1, sliding five spots.

Between $7 million to $8 million in annual discounts are jeopardized if FEMA implements its planned changes.

"This decision will have significant repercussions for our residents," Gunter said.

Cape Coral joined the CRS program in 1995 and achieved a Class 5 rating in 2010. A Class 5 rating allows for a 25% flood insurance discount. Cape Coral has more 100,000 residential homes.

"This decision if allowed to continue, will remove a 25% flood insurance discount, which city staff has worked for years to achieve and maintain on behalf of our residents and our businesses here in our city," Gunter said.

County and municipal governments have to meet federal guidelines for area homeowners to qualify for policies under the National Flood Insurance Program.

The mayor said the city is still working on providing a timeline of the events that got the city to this point, but said they believe these changes stem from a letter that was received from FEMA in December.

In the letter, the agency wanted documentation on 238 properties to determine whether they were substantially damaged.

Gunter claims that when FEMA informed them of the changes to the city's discounts, the agency allegedly told the city that had not done everything possible to resolve their letter.

He also claims that the December letter did not indicate they would lose their rating if they did not complete this in time.

"First we heard about it was Thursday afternoon," Gunter said.

As of today, city staff has resolved and documented 184 of those specified properties.

"At this time, 54 properties in our city are still being evaluated to determine whether or not any violation exists under NFIP regulations," Gunter said. "They allege 'unpermitted work' exists at all of these properties; however, the city continues its investigatory efforts of the remaining 54."  

What is Cape Coral doing now?

Cape Coral plans to discuss the issue further at Wednesday's regular city meeting and keep residents informed as updates become available.

"I want to make sure that we do everything possible to make sure that we are able to prove that the allegations that they have made just simply aren't true," Gunter said.

The city has also reached out to Congressman Byron Donalds and State Rep. Mike Giallombardo to discuss potential avenues for resolution.

Gunter said he wants a better communication process with FEMA.

"If they are not going to at least give us the data and the information, to be able to go out and govern our city to make sure that everyone is in compliance, I know that's our responsibility as well, but if they have additional information, they need to share that with us," Gunter said.

Cape Coral Yacht Club beach reopens for public use

The yacht club itself remains closed for repairs due to the extensive damages from Ian.

A Sea Ray cruiser yacht struck by lightning in southwest Cape Coral back in January is now out of the water, but it had quite a journey to get to the boatyard in Alva.

“This one looks like it got burnt to a crisp pretty well and unfortunately it's past the point to where it can be fixed,” said Chase Fulton, who works at Owl Creek Boat Works and Storage.

The owner said he turned the 60-foot boat over to his insurance company.

It was towed by three people on a smaller fishing boat last Friday when it rammed into someone else's dock in Cape Coral .

Saturday morning, boaters found the yacht named “No Mas” abandoned in the bay, south of Tarpon Point Marina.

After neighbors secured the boat, Sea Tow and Fulton were called out to bring it to land.

Since the boat is so big, it needed some trimming before leaving the boatyard.

“You've got your radar and antennas and everything on top. The transport company, they have to measure to see if it's gonna clear the traffic lights and power lines,” Fulton explained.

Fulton said the yacht is now at a salvage yard in LaBelle.
