The Individuals with Disabilities Education Act (IDEA) requires states and local educational agencies (LEAs) to collect and report on their special education data. The OSE is responsible for publicly reporting the special education data.

State Performance Plan and Annual Performance Report

Each state must have a State Performance Plan (SPP) in place. The plan describes and evaluates the state's efforts to implement the requirements of the IDEA Part B and includes 17 special education indicators that help measure compliance. States must report annually on their performance on the targets identified in the SPP through an Annual Performance Report (APR). The APR provides the most recent data for each indicator and describes how the state will address each indicator going forward. The state submits the APR to the U.S. Department of Education Office of Special Education Programs (OSEP) each February.

The OSEP developed 17 state performance plan indicators to measure how well each state and territory are meeting the requirements and purposes of the IDEA.

Public Reporting

The state must publicly report special education data for each local educational agency.

Significant Disproportionality

Significant Disproportionality is a federal requirement of the IDEA to ensure students are not over-represented by race and/or ethnicity in special education with regard to identification, discipline, and/or educational placement.

Catamaran Technical Assistance

Catamaran is the system used by the state to promote positive outcomes and ensure compliance with the Individuals with Disabilities Education Act (IDEA) and the Michigan Administrative Rules for Special Education (MARSE). Catamaran was designed to help locals analyze and interpret data and keep track of all monitoring activities in a single location. Catamaran reflects the priorities of the IDEA and the State Performance Plan (SPP) and is aligned with the School Improvement Framework.

Student Data Privacy

Public Act 367 of 2016, Protection of Pupil Privacy, requires that the Michigan Department of Education (MDE) and the Center for Educational Performance and Information (CEPI) post on their websites a notice of the information collected for a pupil's education records, including an inventory of all pupil data elements and a description of each pupil data element.

Catamaran officially becoming OptumRx

Effective October 1, 2015, Catamaran, Caterpillar's pharmacy benefit manager (PBM), will change its name to OptumRx. This PBM branding change doesn't impact design or coverage under our prescription drug plan.

Plan participant materials mailed from Catamaran will start to show OptumRx branding. Catamaran ID cards will continue to be accepted at pharmacies and won't need to be replaced. The processing information and phone number listed on the cards are not changing.  

Nothing! It's a name change only. If you're a plan participant, you can continue to access your pharmacy records and drug information using the same website ( mycatamaranrx.com ) and mobile app (OptumRx/CatamaranRx in your mobile device's app store) as always. You may also access prescription drug benefit information at benefits.cat.com .

M/Y Fat Cat is a 2002 Endeavour Catamaran 44 Trawler Cat catamaran, for sale by owner. I love this boat as its main characteristics are she has prop pockets and 3ft draw. This is very good for cruising Florida and Bahamas, also with a narrow beam as catamarans come. We can usually find regular berths and not pay for a double.

She has fuel flow scan meters, and it is a joy to see the economy of the Yanmars. I never owned such an efficient boat with this square footage, and 1500 mile range at 8-10 knots. All work has been done in last two years, as I just purchased the boat in the Fall of 2020. Previous owner was a snow bird and rarely was down.

We are coming back home to get a bigger boat. Fat Cat has been great to us but we need more space as the kids have decided to cruise the eastern Caribbean with us. The western Caribbean has been great, its like a condo. You can move around the marinas and are very affordable. Easy to see in the water, ready to run.

S/V Gem is a 2006 Gemini 105MC catamaran, for sale by owner. This is a one of a kind Gemini 105mc, perfectly rigged for single/short hand sailing with furling screecher sail (self tacking), furling genoa, AND furling inmast mainsail! Sparcraft mast, boom and standing rigging installed in 2015, along with a new Yanmar 30hp inboard engine with low running hours (+-1400h).

All systems have been maintained meticulously, and ongoing cosmetic maintenance is currently being carried out (interior teak, gelcoat polishing etc). We have not spared any expense since we’ve owned her. We had a survey carried out last year and no serious issues were found. Small finding have been sorted out since the survey (small sail repair, new genoa line, service of liferaft and fire fighting equipment). All up to date!

Included in the sale is a berth at the beautiful Preveza Marina, Greece. It is valid from date of listing until July 2024. Preveza is a wonderful town at the door of the Ionian Islands. Great staff and amazing facilities. A huge benefit to any prospective buyer who wishes to sail Western Greece and further into the Med! This is providing the marina is in agreement at the time of sale, but there should be no issue.

S/V Sabatica is a 2019 Bali 4.1 catamaran, for sale by owner. Never chartered. Second owners. Low engine hours. Major upgrades in 2023 for performance, comfort and security on the hook: Watermaker, Washing Machine, Ultra Anchor, 600 Ah Lithium House Batteries, Stainless Steel Solar Platform for a total of 1610W production, Solenoid switch propane control from the galley, Bow Sprit and Screecher, window screens, full cushions and foredeck sun shade. Hauled out and bottom painted in 2023. Engines and sail drives serviced in 2023.

We chose the Bali 4.1 model in general, and this 4 cabin/2 bathroom layout in particular, because we felt it offered the best comfort and living space in a vessel of this size while remaining a lively and seaworthy vessel.

Currently docked in Licata, Sicily. Could be available as soon as August in Western Italy or September in the Balearics. Thereafter moored in Southern Spain. Other locations are possible subject to negotiation. Sabatica would be sold ready to go with tools and cruising gear.

S/V Paw Paw is a 2011 Leopard 46 catamaran, for sale by owner. Designed by architects, Melvin and Morrelli, and built by Robertson and Caine, this outstanding, single owner 2011 Leopard 46 is a world class blue water cruising catamaran that combines a stylish, comfortable and spacious living accommodation, high quality construction and great performance.

S/V Mystic is a US-flagged, 2018 Lagoon 450S Owner Edition catamaran, for sale by owner.

The original owners are accomplished offshore sailors with 22 years of experience who have been cruising S/V Mystic through the Virgin Islands, New England, Florida, and the Bahamas since she was built. Mystic is currently in St. Maarten and ready for more adventures. Owners’ children are grown and busy, and business responsibilities make it difficult for them to spend as much time on the boat as they would like. This is their second lagoon catamaran, the first being a Lagoon 410, and they continue to love the brand.

Mystic has been the perfect platform for us to make lasting memories with friends and family and we believe it is the best 45′ cruising catamaran ever made. We have traveled many thousands of miles in safety and comfort. Our only regret is that we didn’t order a Code Zero and Spinnaker when we bought the boat for more sail combinations in both protected and offshore conditions. The boat needs only the new owners’ personal gear and provisions and she is offshore-ready.

S/V New World is a 2009 Leopard 46 catamaran, for sale by owner.

Launched in 2009, New World has been consistently lived on full time by a family of 4 since early 2020. She has sailed between the Chesapeake Bay on USA east coast and Grenada in the southern Caribbean while visiting all the islands in between. She has been updated and maintained to safely transport her family while having all the comforts including 2600 watts of solar with 1200 ah of lithium, Starlink, watermaker, washing machine, feathering props, downwind sail, and plenty of spare parts (including spare saildrive).

New World is a 4 cabin/4 head version. She has a double full enclosure to have a screen and/or clear isinglass. Dometic freezer, all Victron electrical system including 3000 watt Multiplus inverter, Cerbo with touchscreen, and even water tank sensors are just some of the upgrades that allow you to monitor your boat systems from the touch of your phone or computer. So much storage with all beds having external facing under-bed storage as well as under-bed deep storage areas.

S/V Ego Domi is a 2003 Royal Cape 45 catamaran, for sale by owner. A fantastic family boat, Ego Domi is a bluewater cruising catamaran built in 2003 at Durban, South Africa. She was sailed across the Atlantic to Florida in 2003 by the original owner and never entered into the charter trade.

This is a large, well-appointed catamaran. Royal Cape catamarans are a very good value, are built with solid construction and are well-tried cruising boats. They are built very tough, as they were designed to handle conditions off the African East coast. This boat is great in rough seas with virtually no bridge deck slap due to the buoyancy of the hulls. Being well built, one shouldn’t expect a racing catamaran, but then again, if you’re looking for a catamaran with a large interior volume, which will keep 8 or so guests in consummate comfort, you could make worst choices than this RCC.

Originally built with fiberglass over a wood core as a 5 cabin and 5 head charter boat, she was converted to 4 cabins and 4 heads in 2005 by the previous owners. The 5th cabin was converted into a tool / spare parts/storage room while the 5th head was converted into a battery storage room. During conversion, it was noted that the laminated bulkheads were 2” thick; main bulkhead is 3” in places.

S/V Sonder is a 2019 Lagoon 42 catamaran, owner’s version (3 cabins), offered by her original owners, a husband and wife team, who outfitted Sonder for a live aboard sabbatical with extended, remote, blue water cruising in mind. No pets, no smokers, and never chartered, and with meticulous investments in professional maintenance and care, Sonder looks almost new in many respects.

S/V Panta Rhei is a 2012 Custom Custom Roake Guenter 50 catamaran, for sale by owner. The design concept for Panta Rhei was formulated in 1981. We wanted a fast sailing catamaran with comfortable but minimal accommodation capable of cruising the oceans of the world and at the time couldn’t find anything that suited our needs. The design and construction of Panta Rhei was an evolution that occurred over a number of years and involved a cast of naval architects, a variety of construction methods, what at the time were cutting edge technologies and the development of novel approaches to implementing the smooth working of all components.

Panta Rhei has been our only home since 2014 and part time prior to that. While we never did sail the oceans of the world as hoped, we cruised extensively from Nova Scotia to the Bahamas and throughout the Caribbean. During that time, Panta Rhei proved her sea keeping abilities, potential for speed and ease of handling. She is a capable world cruiser and all that has prevented us from venturing further afield is our advancing maturity.

While Panta Rhei will not appeal to those who desire a spacious catamaran suitable for families or entertaining, she is perfect for an individual or couple who is minimalist in accommodation needs, wants the option for speed and who appreciates safe and easy sailing.

S/V Wonder is a 2008 Lagoon 500 catamaran, for sale by owner. She has had only TWO owners and has NEVER been chartered. S/V Quartersplash is a 2000 Endeavor Victory 35 catamaran, for sale by owner. The name “Quartersplash” comes from the second owner who raced cars and almost broke the land speed record in the quarter mile dash. How to Complete the Excess Cost Activity

This guide is intended for ISD business officials (ISDBOs) and explains how to complete the Excess Cost activity in Catamaran.

Accessing the Activity

• Log into Catamaran .
• Locate the Excess Cost activity on the Tasks Overview and select the Activity link.

Setting Up the Activity for Member Districts

The ISD must set up the activity for its member districts. Member districts will not have access to the activity until the setup process is complete. The setup process includes providing guidance to member districts, selecting a deadline for member districts, and requesting to exclude certain member districts from the activity (if applicable).

Providing Guidance to Member Districts

Using the ISD Guidance Input Form, ISDBOs can provide guidance to member districts on how to complete the Excess Cost Data Form. Each page of the ISD Guidance Input Form controls what guidance is displayed to member districts on the corresponding page of the Excess Cost Data Form.

• From the activity menu, open the ISD Guidance Input Form .

• General guidance on how member districts should approach the form as a whole (general guidance page only)
• Resource files (general guidance page only)
• How member districts should answer specific questions
• What backup documentation member districts should provide to the ISD

Selecting a Deadline

• From the activity menu, open the Member District Activity Setup Form .

• Select a deadline for the member districts to complete and submit the Excess Cost Data Form.

Excluding Member Districts from the Excess Cost Activity

• On the Member District Activity Setup Form , select any member districts that may need to be excluded from the activity.

• To request to exclude certain member districts, select Request Exclusions . The MDE will review the request.
• To include all member districts listed, select Proceed With All Districts .

Completing the Excess Cost Data Form

• From the activity menu, open the Excess Cost Data Form .
• Read the general guidance.
• Complete all 12 pages of the Excess Cost Data Form. Saved answers will immediately tally in the Excess Cost Report (accessible from the activity menu), which displays ISD aggregate values and calculations.

Accessing and Reviewing Member District Submissions

ISDBOs will receive an email notification when a member districts submits an Excess Cost Data Form for review.

• Access member district submissions from the Tasks Overview list on the Dashboard. Look for the status Submitted to ISD or Resubmitted to ISD.

• From the activity menu, open the Excess Cost Data Summary .
• To accept the entire series, select Accept Submission .

• To review individual question pages in more detail, navigate to a question page.
• On each question page, the ISD can perform the following actions:

a. Download Backup Documentation , if any. b. Review Page History , including any comments from the DBO. c. Change the ISD Review Status by selecting Flag Page for Modifications or Flag Page as Approved, as applicable. d. Enter comments in the Add Comment field.

• To return the activity to the member district for modifications, navigate to the Excess Cost Data Summary page and select Return for Modifications .

Reopening a Member District Submission for Additional Review

After accepting a member district submission, an ISD may reopen the submission for additional review.

• Navigate to the member district activity by using the Search feature in the top, right-hand corner of any Catamaran page. Alternatively, open the Excess Cost ISD activity and open the Member District Status Report from the activity menu. Select the appropriate member district.
• From the menu of the member district activity, open the Excess Cost Data Summary .
• Select Reopen Submission for Additional Review.

Revising ISD Guidance

ISDs may revise guidance, even after the activity has launched for member districts.

• From the activity menu, open the ISD Guidance Input Form and navigate to the appropriate page.
• Revise the guidance as appropriate.
• Select Publish Revised Guidance .

DBOs will be notified, and previous guidance can be referenced in the Page History sections at the bottom of each page of the Excess Cost Data Form.

Reviewing and Submitting ISD Aggregate Results

• From the activity menu, open Excess Cost Report . This report aggregates accepted submissions across the ISD, calculates compliance results for the previous school year, and sets new thresholds for the upcoming school year.
• Before submitting the report to the MDE, ensure all questions are complete on the ISD’s Excess Cost Data Form and all member district submissions have been accepted.
• To submit the work to the MDE, select Submit to MDE .
