The Burgess charter experience

The Advance Provisioning Allowance (APA) is due at the time of the final charter payment. Under MYBA terms, this sum is usually equivalent to 30 per cent of the total charter fee, but may be up to 40 per cent in some cases.

Intended to cover the operating expenses of a charter as explained under Charter Terms, such as fuel, food, drinks, port fees and ad hoc incidentals, the APA will be given to the captain before the start of your charter. The Captain will ensure that the yacht is fully fuelled and provisioned when you step on board. While an up-to-date summary of accounts can be requested at any time during your charter, a full set of accounts will normally be submitted by your captain at the end of the cruise. If, during the charter, the expenditure exceeds the sum already paid, additional cash funds will be required at once.

All outstanding bills from the yacht charter should be settled in cash or by bank transfer before your final disembarkation. Of course, any remaining credit at the end of your charter will be reimbursed to you in full. On request, transfer arrangements to and from the yacht can be made by Burgess or by the yacht’s captain, payment for which will be deducted from your APA.

As part of the third largest continent in the world, the best time to visit during your superyacht vacation will naturally depend on your destination;

  • Pacific Northwest – peak cruising times are during the months of June-September, however, the shoulder months of May and early October are also worth considering, offering a less crowded chartering experience, especially around the San Juans, and the weather is still usually quite settled.
  • West   Coast – for yacht rentals around San Francisco, Napa Valley, California and Baja California further south, the best time to visit is around May through to November, although these destinations can be enjoyed all year round.
  • Florida – the optimum times to visit the Sunshine State will be from November through to April, which are the driest months where temperatures rarely dip below 20 degrees in winter. You should note that Christmas and New Year are peak times and can get busy, so if you are looking to rent a yacht over this period we recommend booking early. Ideally, ensure your yacht charter is booked no later than late spring/early summer to avoid the hurricane season from July-October. 
  • New England – the ideal time to visit this charming location will be from May to September, although shoulder months are a great time to avoid the crowds, especially late September when the foliage on the leaves start to change to reveal the breathtaking canvas of golden hues and rich deep reds this destination is so famous for.

  • Montauk Yacht Club , Hamptons: this exclusive marina is located near the Hamptons, with pools and tennis courts as well as access to Gurney's Resort facilities. It has 232 berths catering to yachts of up to 67m / 220ft.
  • Saybrook Point Inn Marina & Spa , Connecticut: a fabulous location with great amenities on the Long Island Sound, comprising 123 berths for yachts up to 70m / 230ft in length.
  • Newport:  the spiritual home of yachting offers fantastic first-rate marinas including  Newport Marina , Bowen’s Wharf , a marina located on the waterfront, accommodating yachts of up to 56m / 185ft and the  Newport Yachting Centre  in the heart of town, boasting 4,500 feet of dockage for yachts of up to 55m / 180ft. Some further gorgeous marinas and luxury resorts can be found on Goat Island , a small island oasis nestled in Narragansett Bay close to Newport.
  • Boston Yacht Haven: located in Boston’s historic quarter of North End, comprising a fully serviced marina, restaurants and boutique hotel, and offers 100 berths for yachts up to 91m / 300ft in length.
  • Nantucket Boat Basin:  this pretty marina consists of 240 berths that can accommodate yachts of up to 90m / 300ft.
  • Dimillos Marina, Portland, Maine : close to the beautiful old-world town and extremely well run. It has 125 berths for yachts up to 75 meters in length.

Florida, Florida Keys and Bahamas

  • Palm Harbour Marina, Palm Beach: extremely well-equipped marina, boasting 200 berths that can cater to yachts of up to 76m / 250ft. 
  • Mia Marina, Miami:  centrally located next to some of the finest restaurants in the country, and a popular haunt of the rich and famous.
  • Key West:  a great stopover for yachts cruising the Keys and the Bahamas . There are several marinas here catering to larger yachts . Key West Marina  - offers 37 berths for yachts up to 60m / 200ft, although this marina gets very busy so we recommend booking ahead.  Conch Harbour  - has 43 berths for yachts up to 60m / 195ft and Stock Island Marina Village boasts an impressive 288 berths catering to yachts of up to 137m / 450ft.
  • Hawks Key Resort & Marina , Duck Key: is a delightful family-friendly marina, offering 85 berths for yachts up to 33m / 110ft LOA.
  • Ocean Reef Club , Key Largo: this friendly marina boasts 175 berths accommodating yachts up to 53m / 175ft.
  • Atlantis, Nassau, Bahamas:  a luxurious resort, with Michelin-star dining and luxury spas, and boasting 63 megayacht berths.

Marina in San Diego

  • Marina Del Rey , California: the king of all marinas. It’s the largest man-made harbor in North America and has the facilities to go with it.
  • Berkeley Marina , California: a vast marina with 1,000 berths and boasting an array of activities in the area, this marina also offers spectacular views of the San Francisco skyline and Golden Gate Bridge.
  • Kona Kai Marina , San Diego: located just minutes from San Diego International Airport, this marina is a great jumping-off point for yacht charters around America's stunning west coast. It has 500 berths that can accommodate yachts of up to 76m / 250ft.
  • IGY Marina Cabo San Lucas:  located right on the very tip of Baja California Sur, this marina boasts 380 berths, with 33 slips catering to superyachts of up to 115m / 375ft.

Pacific Northwest

  • Elliott Bay , Seattle: this marina offers wonderful views of the Seattle skyline plus restaurants and hosts year-round events, and is a great place to tie up for itineraries encompassing Desolation Sound and Alaska.
  • Salmon Bay Marina:  superyacht standard marina with excellent facilities catering to yachts up to 73m / 240ft.
  • Roche Harbor Marina,  San Juan Island: this picturesque harbor sits on the northwest side of the island and is a popular stop-off for yachts exploring the beautiful San Juan archipelago. If you're looking for something a little livelier, head to the nearby town of  Friday Harbor , which   has a marina with 377 berths catering for yachts of up to 45m / 150ft.

If we were to list all the great anchorages around this vast country we would be here all day, so we have condensed this list down to a few of our favorites for you to consider whilst cruising your chosen destination; whether that's in the shadows of the imposing Golden Gate Bridge , or the verdigris waters of Alaska as you watch orcas frolic over the bow, or anchored in the shallow turquoise bath-warm waters of the Bahamas , where you can swim and snorkel straight off the back of the yacht. The choices for spectacular anchorages in America are simply endless.

  • Block Island, Rhode Island:  just 13 miles from Newport this is a lovely area to drop anchor for anyone cruising the beautiful Long Island Sound, encompassing 17 miles of pale golden beaches and well-preserved Victorian architecture.
  • Port Washington, Long Island : situated in Massachusetts Bay, this is a charming anchorage with easy links to New York City, and regularly gets rave reviews.
  • Martha’s Vineyard, Edgartown:  located on the island's East Coast, hugely popular for its whaling history, smugglers and pirates! Martha's Vineyard is popular for its lovely beaches, boutique art galleries, sailing and laid-back culture, as well as being a well-known retreat for celebrities and politicians.
  • Seven Hundred Acre Island, Maine: drop anchor here and head ashore to experience the charming quintessence of this popular New England haunt, where lovely pastel timber homes vie with gilded-age colonial mansions and yacht marinas.

Florida and Florida Keys

  • Cayo Costa State Park, Florida:  encompassing 9 miles of wild coastline, this is a superb stop for those who wish to explore the park’s trails and get acquainted with the local residents, including alligators, manatees, porpoises and sea turtles. 
  • Dry Tortugas National Park, Gulf of Mexico:  comprising seven islands – named for their lack of freshwater – located 63 miles west of Key West. This sheltered national park also boasts excellent snorkeling areas. Head ashore to Garden Key, the site of Civil War-era Fort Jefferson. 
  • Dinner Key Anchorage, Coconut Grove, Florida:  located on Biscayne Bay, this stunning anchorage is a perfect place to park up before heading down to the Bahamas or the Caribbean.

  • Glorietta Bay, San Diego:  a lovely anchorage inside the main waterway close to the beautiful Hotel del Coronado, San Diego’s legendary beach resort.
  • Newport Beach, San Diego:  quiet and scenic.
  • Coronados Islands:  located 12 miles off the coast of San Diego. This small group of islands has some lovely anchorages around its clear blue waters and boasts some of the best diving on the west coast, where visibility often exceeds 80 feet.
  • Channel Islands National Park:  a stunning archipelago of 5 islands off the coast of Santa Barbara offering a heady mix of sea caves, kelp forests, scenic hikes and whale watching.
  • Monterey Bay, Big Sur:   located in a pretty scalloped bay south of Santa Cruz, with a bustling waterfront offering plenty of dining options where you can enjoy freshly caught squid, the local specialty. Don’t miss the Monterey Aquarium, one of the best on the west coast.
  • Turtle Bay (Bahia Tortugas), Baja California: a pretty sheltered bay with plenty of anchorages, perfect for yachts heading down to the southern end of Cabo San Lucas.

  • Gig Harbor, Washington:  this charming maritime village near Puget Sound is a great place to anchor up and head ashore to explore its unique history and culture. Don’t miss its legendary Maritime Gig Festival in June.
  • Princess Louisa Inlet, British Columbia:  often heralded as the “eighth wonder of the world” this area is located up a waterway inside the border of Canada opposite Vancouver Island. This breathtaking spot is famous for its waterfalls and tranquil emerald green mirrored lakes that perfectly reflect the surrounding snow-capped mountains and lush forests.
  • Sucia Island Marine State Park, San Juan Islands:  known as the “Crown Jewel” of Washington’s San Juan Islands, this beautiful area has an array of exquisite anchorages, offering sheltered coves, lovely beaches and forest trails.
  • Emerald Cove, Prince William Sound, Alaska:  watch icebergs float by as you picnic on one of the lovely pebble beaches around this sheltered cove. Prince William Sound offers incredible vistas and wonderfully diverse wildlife.
  • Inian Islands, Alaska:  located south of the popular Glacier Bay, these exceptionally lovely islands are perfect for anchoring. Take the tender and watch the whales feeding on the area's rich sources of plankton. The islands are also teeming with salmon and halibut, perfect for fishing, or watch the region's brown bears as they catch their evening meal.

Newport, Rhode Island tends to be the favorite destination to kick start yacht charters in this beautiful region. The closest airport is Providence International, which is only half an hour's drive away.  For other destinations in New England, there are countless airports serving this region, including;  

  • Logan International, Boston – New England's largest and busiest airport, with nonstop flights to destinations across the Americas, Asia, Europe, and the Middle East, and a domestic hub for Delta and Cape Air and JetBlue. 
  • Hartford's Bradley International Airport – New England's busiest airport in the south of the region, serving Rhode Island, Connecticut and Massachusetts. 
  • Rhode Island's Green Airport (formerly T.F. Green) – a great alternative airport to Boston Logan.
  • Portland International Jetport – Maine's largest airport 

Bear in mind that perennial summer favorites such as Cape Cod , Nantucket , and Martha's Vineyard each have their own airports which may prove worthwhile, particularly if you have limited time.

Florida is extremely accessible by air with five international airports serving the area:

The Bahamas archipelago has four major airports with countless smaller airports running services to and from the islands.

  • Lynden Pindling International Airport in the capital city Nassau. This is the region's busiest airport with three terminals serving international, charter and domestic flights.

  • Exuma International Airport, Great Exuma
  • Grand Bahama International Airport, Freeport

California 

California boasts literally dozens of commercial airports, here are some of the main ones for yacht charters in this region;

  • Los Angeles LAX – the busiest and largest of all California airports, with major international flights from all over the world.
  • San Francisco International Airport – California's second busiest airport is located on the edge of the San Fransisco Bay and offers stunning views of the city as you land.
  • Oakland International Airport – located only 25 miles from San Francisco, just across the San Francisco Bay, and is served by a wide range of major airlines.
  • Sacramento Airport is located about 15 km north of the city and ideal for yacht charters heading to Napa Valley, Lake Tahoe or Yosemite National Park.
  • San Jose International Airport – located south of Silicon Valley, this airport offers direct flights to Europe, Asia Canada and Mexico and is perfect for itineraries incorporating San Fransisco, Monterey and Carmel.
  • San Diego International Airport - perfect for yacht charters encompassing the San Diego, the Coronados and Baja California.

Alaska with mountains and water

For yacht charters around the beautiful San Juan Islands, the following international airports offer flights  into the region;

  • Seattle Tacoma Airport, Washington – the largest and busiest airport serving the region.
  • Vancouver Airport – located on Vancouver Island, it is Canada's second-largest airport and serves destinations from across the globe. 
  • Victoria International Airport – More than 50 flights a day connect Victoria with Vancouver International Airport, Seattle-Tacoma Airport and several other major cities throughout Canada and the US. 
  • Bellingham International Airport, located 50 miles north of San Juans.

Popular San Juans airports include  Anacortes , Fidalgo Island , Friday Harbor , San Juan Island and Orcas Island. 

For Alaska-bound flights, many include a stop at Seattle-Tacoma International Airport in Seattle.

Other airports in Alaska include:

  • Ted Stevens Anchorage International Airport – located in Alaska's largest city, and serves both international and domestic flights into the region. This is the most popular destination for yacht charters around this stunning location.
  • Fairbanks International Airport – also serves flights from across several continents although is not conveniently located close to the water.
  • Juneau International Airport – located in Alaska’s capital city in the south of the region, and another popular starting off point for yacht charters. 

Flights from Seattle take about two-and-a-half hours to reach Juneau , and three-and-a-half to four hours to Anchorage and Fairbanks.

With its incredibly diverse landscape offering a wide variety of spectacular destinations, the USA remains a hugely popular destination for yacht charters. 

As a major yachting hub, there should always be a wide variety of yachts and destinations to choose from, however we do recommend booking your rental yacht well in advance of your trip to secure your perfect yacht on your preferred dates.

This will ensure your yacht broker has plenty of time to tailor an itinerary to suit you and your guests, including any nights you wish to spend in marinas. We recommend booking up to 3 months in advance to give your broker the optimum time to organize everything down to the last detail.

For yacht charters in the Pacific Northwest;

  • Desolation Sound is very calm and sheltered so not always a good option for those who like to sail.
  • The San Juan islands are slightly protected from rain by the Olympic Mountains, but can still be showery at any time of the year.
  • Bring warm clothes for Alaska as temperatures get very chilly, especially near the glaciers.
  • Beware of large cruise ships as their wakes can be a nuisance.
  • Alaska is not an ideal destination for sailing, as winds are either non-existent or southwesterlies bring uncomfortable seas.
  • Some of the most beautiful anchorages around Alaska can be up to 100 ft deep.

For yacht charters on America's southwest coast;

  • If you are chartering a foreign-flagged vessel or returning from Mexico, you will be required to stop at Customs on Shelter Island, where they routinely confiscate chicken, eggs, and fruit.
  • It's also generally preferable to head south down the US West Coast rather than fight the winds and tides heading north.

For yacht charter itineraries that include the Bahamas

  • Insurance and taxes in the Bahamas are 4%.
  • Visa issues have been experienced clearing through the Bahamas.

Advice relating to all regions;

  • Tips on charters in the US are often expected to be at least 20%.
  • Whilst some yachts are legally permitted to charter in the US, others do not meet American fiscal requirements and so are not available for charter whilst in US waters. Please speak with a yacht broker for further advice on specific yachts that can charter in the USA.

Most New England yacht charters start off in Newport Rhode Island , which enjoys convenient transport links and easy access to the marinas. Often heralded as the birthplace of yachting and home of America’s Cup challenger series, Newport is one of the most popular summer havens in the US, especially for the East Coast’s smartest families, who come to enjoy the gilded mansions, myriad mouthwatering seafood restaurants, glamorous yacht clubs and endless oceanside views that typifies this gloriously rich historic town. Starting from Bimini island , just 45 miles south of Miami, and stretching all the way south to Turks and Caicos , Bahamas is an oasis island chain of 700 picturesque islands fringed by powder-white sands and see-through aquamarine waters, bordered by one of the world’s greatest barrier reefs. These glorious islands offer endless miles of relaxed cruising around shallow waters, where marine life surrounds you, tempting you into the clear warm waters to explore its fascinating kaleidoscopic underwater world.

We recommend a stop at the Abacos , a string of sandy keys to the west of Florida, offering a paradisical adventure of a lifetime. Treasure Cay is also home to one of National Geographic's top 10 beaches. Don't miss Fowl Cay for fantastic snorkeling, marine parks and near-perfect beaches. A hugely popular destination is the San Juans Islands : aptly nicknamed the “Virgin Islands of the North” and located south of the US/Canada border. Favorite areas in the region include the picturesque Orcas Island , the largest of the San Juans, where you can trek the tallest mountain in the archipelago – Mount Constitution – rising skyward for nearly half-a-mile. Don't miss the phenomenal Princess Louisa Inlet and Chatterbox Falls; a  scenic granite-walled gorge of cascading waterfalls that has to be seen to be believed. Glacier Bay is a particular favorite destination for yacht charters, where you can park up and witness thunderous icebergs births, as well as also enjoy skiing, whitewater rafting and spectacular helicopter picnics on top of a glacier.

Whilst some yachts are legally permitted to charter in the US, others do not meet American fiscal requirements and so are not available for charter whilst in US waters.  Many charter yachts are foreign flag vessels and don't qualify.

Where to begin your yacht charter depends on your chosen destination in this hugely diverse continent. For New England yacht charters, the popular option is Newport, Rhode Island, an all-American yachting hub boasting picturesque harbours, gilded-age mansions and chic yacht clubs. 

For Florida yacht charters, the glamorous city of Miami tends to be the preferred jumping off point. Alternatively, yacht charters can begin in Nassau, Bahamas before making their way up the Florida Keys to finish up in Florida. With a raft of international airports at your disposal, along with world-class cruising areas, the choice is really up to you.

For yacht charters on the southwest coast, a popular starting point is in the beautiful harbor of San Francisco, where views of the Golden Gate Bridge greet you as you fly in. For charters in the Pacific northwest region, most yacht charters incorporate either the breathtaking San Juan Islands or the scenic splendor of Alaska further north, with most international flights routing through the main hub Seattle for both destinations, with smaller charter flights operating out from here.

There are myriad yachts available for charter in America, which come in all shapes and sizes, from speedy planing models to luxury mega yachts and everything in between.

The costs will vary depending on your chosen destination and time of year, so be sure to contact your yacht broker well in advance who can help you secure your perfect yacht and itinerary, including any nights you wish to spend in marinas.

The best time to visit during your yacht charter really depends on your destination;

New England – May-September, although shoulder months are a great time to avoid the crowds. 

Florida – November-April. Be sure to avoid the hurricane season from July-October. 

Southwest – May-November, although this region can be enjoyed all year round.

Pacific Northwest – June-September, although shoulder months of May and early October are also worth considering.

Speak with your yacht broker who can arrange to secure your chosen yacht on your selected dates. Your broker will then draw up a legally binding agreement for you both to sign, along with the yacht owner and captain. 

Depending on the type of contract, usually a standard agreement with terms applicable to the destination, you will be required to pay 50% of the base charter fee, plus a further 25-30% to cover additional costs incurred whilst on charter, such as fuel, food and drink and marina fees.

The started with an extreme warm welcome. Luis (and Franciscus) are great host. Immediately, you feel welcome and at home. Luis is listening carefully to our wishes and organize the perfect cruising. Nice sailing to nice places of the island and a lovely mooring in a baye. Time for a little swim, an aperitif with some apetizers and a Paëlla with seefood. Afterwards, we sail back with a slow speed relaxing on the back of the boat, softer sun, and even so relaxing, we catch a litlle nap. It was a dreamy and perfect rental. I discovered Click&Boat surfing the Internet. I am a naturally curious person, and your website caught my attention right away. I started reading about your general terms and conditions, where I quickly found a phone number. After talking to the client service, which was very pleasing, I decided to try out the platform.

At the age of 16, I was volunteering for the Red Cross of the Sea, where our goal was to assure sailing regattas. It is during that period that I learned to navigate on small boats for the first time. After 30 years, I finally got to own my first fishing boat bigger than 8 meters in length. Five years ago, a friend of mine who made his fishing boat available for charter, invited me to come aboard with him and some clients. It is then that I saw how much people appreciated the sea. So, I decided to pass my professional license to be able to take people out on the water in Mallorca.

The service that I offer is simple charters without skipper, because many people own a boat license, and our vessels are easy to handle. We are starting private excursions where we can take people on the boats to places they could not go to by themselves.

Most of the profits we make are spent on fleet upgrades. I always like to remember how thankful renters are when they are satisfied with our service.

Once you confirm your reservation, your broker will process your payment.

  • If you are booking for a single day and your reservation is confirmed more than 7 days in advance, a deposit of either $1,000 USD or 50% of the total cost of the reservation (whichever is greater) is processed immediately in order to hold the yacht. Once your embarkation date is 7 days away, the remainder of the amount due is processed.
  • If you are booking for a single day and your reservation is made 7 days or less in advance, the total price of your reservation is processed immediately.
  • If you are booking for a multi-day charter and your reservation is confirmed more than 30 days in advance, a deposit of 50% of the cost of the yacht is processed immediately in order to hold the yacht. Once your embarkation date is 30 days away, the other 50% is collected for the price of the yacht, plus the APA, plus the taxes due.

Terms of refunds are dictated by the Charter Agreement. Generally, once a payment is collected, it is non-refundable. In certain circumstances, as dictated by the Charter Agreement, credits can be provided so you will be able to enjoy your yacht charter at a future date that is convenient for you.

Adrian adopts new rental rates for parks, including disc golf tournaments, acres of land

ADRIAN — A new fee schedule for certain rental rates throughout Adrian’s system of parks was among the items approved by the Adrian City Commission during its regular meeting Monday.

Rates for groups and teams wanting to host disc golf tournaments at Heritage Park have been adopted by the commission, as have pricing for if/when parkgoers want to rent one acre or several acres of park land when hosting large parties/events.

Both fee schedules were recommended for city commission approval by Jeremiah Davies, Adrian’s Parks and Recreation director, who originally pitched the rates to the commission March 4 during the city’s premeeting work study session.

The last two years have seen a commitment from the city commission to promote, develop and redesign Adrian’s system of parks , Davies said. Because of its recent efforts in improving the city’s parks, Heritage Park, for example, has seen even more attendance and visits from the public, including to its disc golf course.

With such improvements, more and more people are utilizing Adrian’s parks, which is of course, a good thing, Davies said.

The city has realized, however, through the park’s continued usage, it did not have a fee structure in place if a private group or organization wants to come out and rent the disc golf course.

“When we are restricting access to the public, we have to establish fees and rates for those types of scenarios,” Davies said. “And now we are starting to be confronted with the scenario that a couple of groups want to put on out at Heritage Park.”

The disc golf tournament rental rates approved Monday by the commission were the exact same figures Davies presented March 4, calling them comparable to surrounding communities like that of Ann Arbor, Saline, Chelsea and Toledo.

For a 4-hour tournament block, Adrian City residents will be charged $200 to rent the disc golf course at Heritage Park. Non-residents will be charged a rental of $300 for a four-hour tournament.

Local disc golfers generally play an 18-hole tournament in 3-4 hours, Davies explained. If tournaments go beyond that 4-hour block, there are fees for each additional hour.

For each additional tournament hour, residents are charged $50, and non-residents are charged $75. For any rental at the disc golf course, the city has set a universal $100 damage deposit.

Renting out acres of park land has become another scenario the city’s parks department has come to face.

“Our parks are being heavily used but they need some additional space,” Davies said. “Currently, besides a shelter, pavilion rental, we really don’t have anything to address those types of needs. Some of these big events, besides taking up a shelter or a pavilion, are also taking up large acreage. It’s restricting access to folks.”

Some scenarios have taken place where families rent out a park shelter for an event, but with that, they are requesting additional park land space.

Island Park, Heritage Park and Burr Ponds are some of the city’s most sought after parks for events that come with subsequent acreage usage.

Now, the city has a pricing method in place that can determine the cost for how much acreage a group or family wants to rent.

Park field rental rates, approved by the commission, are as follows:

  • A four-hour rental block per acre is $30 for a city resident and $40 for a non-resident.
  • For a full-day rental — anything above and beyond a 4-hour event block — costs are $40 for residents and $60 for non-residents.
  • Additional fees, again universally priced, are $25 per hour for additional cleanup provided by city crews, as well as $25 per hour and material or replacement costs for any damage incurred at the park during a private gathering.

Heritage Park’s Locust Field, which is exactly seven acres, was used as an example by Davies when discussing the acreage rental rates with the commission March 4.

If all seven acres of Locust Field were rented out for an all-day event, a city resident would pay $280 Monday through Friday. Weekend pricing would see that overall cost increase to $320.

For a non-resident, the cost for renting all seven acres would be $420, Monday through Friday. Weekend rates would increase the total cost to $480.

In its decision-making process, the commission said it “finds the proposed rates to be fair and reasonable.”

The city has shelter/gazebo rental rates already in place for locations such as Burr Ponds, Comstock, Dunlap, Fee, Heritage, Island, Parish, Riverside and Trestle parks.

A large group, per Adrian’s Parks & Engineering Services Department, is deemed 100 persons or greater. Park reservations are not confirmed until payment is received. Balance or full payment is required 14 days prior to the event date. Accepted forms of payment are cash, check or money order.

The parks and recreation department has a live Google calendar that contains all parks information, rental times and more that can be accessed and viewed by the public. The parks calendar is on the city’s website and is already starting to fill up with spring on the way and summer not too far behind, Davies said.

Tenants face homelessness as affordable rental scheme ends, despite WA's mining boom riches

Deb and Bill are both part of the same rental support scheme, but that doesn't mean they've had the same experience.

For the last few years, they've been among tens of thousands of Australians to benefit from the National Rental Affordability Scheme (NRAS) – set up by the Rudd government in 2008, and now coming to an end.

It worked by paying incentives to developers and community housing groups to build new homes and rent them for at least 20 per cent below market rent for 10 years. 

But homes have been leaving the NRAS since 2018 — sending rents up and tenants out the door.

It's a particular concern in Western Australia, given it has a rental market with an extraordinarily low vacancy rate and the high prices that follow.

Bill Turner was connected to the NRAS after COVID brought his entertainment business  to a screeching halt.

It prompted him to retire and downsize, moving into the Mandurah home he's been renting ever since.

When the property came off the NRAS late last year, his rent more than doubled to $400 a week.

For now, the 75-year-old is dipping into his savings to stay ahead on payments, but worries about what the next increase could do to his finances.

"Now I'm in a situation of how long is this going to last? How much money have I got left? And what happens when I'm just dependent on the pension, and that's actually what's going to happen," he said.

"I'm feeling the pinch now … and it means cutting back on things I love."

Few options without safety net

Deb's path to NRAS assistance began about 13 years ago after she lost her job when the business she was working in was sold.

She doesn't want her surname or face used to protect her privacy.

After struggling to get back into the workforce, she realised paying for her apartment was only going to become more difficult.

Deb applied for help from a community housing provider, and a few years later found a one-bedroom apartment in an NRAS-supported development.

"At that stage I was working part-time still, so the difference [from the private market] wasn't [as] great, but as rents have risen over the last 13 years, the difference now is quite substantial," she said.

"I'm pretty much out of the housing market now because I don't have a job anymore, and once you're out, you're out.

"So now it would be impossible for me to go back into the private rental system."

Her NRAS support is coming to an end soon, but because her property is owned by a community housing provider, her rent will then be capped at a percentage of her income.

ShelterWA urges solution 

About 3,200 properties remained on the NRAS in WA as of December, with about 42 per cent owned by community housing organisations.

The state's peak homelessness body is worried about what will happen when the remaining 2,258 homes return to the private market, given the rent increases likely to follow.

ShelterWA wants the state government to use its May budget — which is expected to include another multi-billion-dollar surplus — to either purchase remaining NRAS properties so they can be managed by community housing organisations, or set up its own affordable rental fund.

The organisation says $25 million a year could keep existing NRAS dwellings as affordable rentals.

Alternatively, a new fund could build new affordable rentals at a cost of $476 million for 5,000 homes or $1.9 billion for 20,000 rentals over a decade.

"Affordable rental sits as that missing middle between social housing and the private rental market," chair Kieran Wong said.

"If we lose affordable housing … we're really creating another pathway into homelessness for a lot of people who just simply can't afford to be within the private rental market."

Mr Wong said the number of people struggling to make ends meet in the rental market was growing, with the rising cost of living sending even working families who had never before needed help through the doors of housing and homelessness support services.

"So purchasing these NRAS properties as they exit the NRAS program, is an immediate fix to ensure that those affordable rentals both stay in the market and we're not increasing the demand or the waitlist for social housing," he said.

The Queensland government took a similar approach, last year announcing it was  planning to purchase 456 NRAS properties before they left the scheme, with the potential for that number to grow.

A state government spokesperson said the government was working to increase long-term housing supply.

"The WA government's immediate focus is on providing housing and accommodation for the most vulnerable members of our community," they said in a statement.

"Since our record $2.6 billion investment in housing and homelessness measures we had added more than 2,000 social homes, with a further 1,000 social homes currently under contract or construction.

"The state government will continue to work with and engage with the homelessness services sector."

At last count, the social housing waitlist was 19,976 applications long, representing around 35,660 people.

From Shelter WA's perspective, whatever support comes in this year's budget needs to be significant to account for the "extraordinary" demands for support its members are seeing.

"It's probably the most pressing crisis that we've seen in terms of a social and public crisis that this state has faced," Mr Wong said.

"It's a really critical junction for the state government to address housing within the next budget."

A spokesperson for the federal Department of Social Services did not answer questions about resurrecting the NRAS, only saying it was cancelled by the former Liberal government in 2014.

The federal government is investing billions in various social and affordable home projects, but they will take time to support renters like Bill Turner.

A critical junction is looming for him too, when his lease is next renewed.

"I have to make decisions whether I stay here or not and where do I go? If the market hasn't changed, where do I go?" Mr Turner said.

"Will I be knocking on the door of my daughter's house?

"Another huge life change, which I'm not really looking forward to."

In the first of a new series of special reports, Sky's people and politics correspondent Nick Martin spent a week in Hastings, a town on the frontline of all that is wrong with the housing system, with evictions, social housing shortages and Airbnb among the issues behind the problem.

It's early on a Monday morning and the sliding doors to the office of Hastings Council haven't stopped moving backwards and forwards. This is where the homeless come in desperation.

Eunice Dolby is sitting in the waiting area surrounded by suitcases containing all of her possessions.

The 77-year-old lost her husband last year and now she's lost her home.

After 18 years as a tenant, her landlord used a Section 21 "no-fault" eviction notice to get her out.

"The bailiffs turned up at quarter past 10," she says.

"I've always had somewhere to live. I've never been on the streets in my life."

As she's describing what happened, her head lowers and she catches her breath.

"I kept it clean and tidy, I've left it spotless. I never thought I'd be homeless."

A few minutes later, 18-year-old Leah Gartside comes through the door with her 14-month-old baby Livia in a buggy. They've been living with her parents who've also got a Section 21 notice - the landlord wants to sell up.

"We've been good tenants, there've been no complaints. We love living there, we've been there for 16 years," she says.

Leah's come to get help before things get worse and the bailiffs are on the doorstep.

I'm told that this is a typical Monday morning for the on-duty housing officers. I'm here to spend some time with them, to understand why Britain is gripped by a housing crisis that is causing misery for thousands of people.

And local councils are bearing the brunt because they have a legal duty to put a roof over the heads of homeless people eligible for help.

"I would say the one biggest stress in life is losing your home and not knowing where you're going to sleep from one night to the next," says the duty officer, Phil Veness.

He has pages and pages of appointments booked on his screen, plus they handle emergencies like Eunice.

Leah is working but she cannot afford to rent from a private landlord in Hastings.

Winner and losers

The seaside town has boomed in the last few years with an increasing number of boutiques, restaurants and bars. Hybrid working after COVID means more people can live by the coast and commute into London.

House prices have seen the biggest relative rise than anywhere else in England over the last decade. Tourism is worth £288m a year.

And there are now around 1,000 Airbnb properties to rent. Passing estate agent windows, you can see the high price for small flats up for rent, often over £1,000 a month.

But popularity has a price. There are not enough homes to go around.

As in many coastal towns, the rental market is broken. Homes that are available cost a lot of money. New analysis by the Joseph Rowntree Foundation (JRF) shows that housing benefit was paying a quarter of all private rents in Hastings.

The housing benefit bill here is £28m a year and 22% of those properties are substandard.

In England, landlords who rent out homes which are below the decent homes standard receive £1.6bn in house benefits per year, (equivalent to £1 in every £5 spent on housing benefit in the private rented sector).

In other words, according to the JRF, benefits are subsidising poor quality homes.

Darren Baxter, principal policy adviser at JRF, says: "Taxpayers and local councils shouldn't be footing the bill for poor-quality properties owned by private landlords.

"We need to get this dysfunctional system working again. Strategically bringing private homes back into social ownership is a rapid way to fix this crisis."

But it's still not enough. Housing benefit is calculated to reflect the local private rental market - the amount given from central government has been frozen since 2020 and will only go up from next month. It has not kept pace with rents.

This means that in Hastings, like many other parts of the country, there is a gap between the amount of benefit paid and rents charged.

I was told that some landlords have been known to evict their tenants, make their property available for temporary accommodation at a higher rate only then to house tenants who have been made homeless in the first place.

'I worry about the kids'

Chelsea Braiden is surrounded by bags and boxes again. Last year she and her two sons Harley, aged seven, and Jesse, six, were evicted from the flat they were renting because the landlord wanted the property back. And now they are packing up again.

"I'm stressed because I worry about the kids. That we're not going to have the right suitable home before things get hard," Chelsea says.

The stakes are high for Chelsea and she really needs a suitable home to live in because both of her boys are very ill.

Harley and Jesse have Duchenne Muscular Dystrophy, a severe muscle-wasting disease that gets worse over time. They will both need wheelchairs and help breathing. There is no cure. It's likely they won't live beyond the age of 30.

"I think it's going to be difficult to find that suitable property that is big enough for both of these kids to live in. It's not going to be just for now. It's got to be until they pass away."

They are living in a tiny bungalow on the edge of town. The doors aren't wide enough for wheelchairs.

"You just worry that you're not going to give them the best life that they should have. You see other children that age and they have decent homes, where they can be kids. My kids can't just be kids, that's what's so difficult.

"And while they're still walking, I want to give them what they need as kids."

National picture is bleak

There are 500 households living in temporary accommodation in Hastings and it's costing the council a fortune. In 2019, the council spent £730,000 on temporary accommodation.

Within the next year, the council estimates that bill will rise to £5.6m. This is a third of the total budget for the whole town - pushing the council to the brink of bankruptcy.

Nationally, the picture is also bleak. Analysis by the Local Government Association shows that the number of households living in temporary accommodation is the highest since records began in 1998, costing councils at least £1.74bn in 2022/23.

But there are glimmers of hope. After packing up, Chelsea's taking her sons to see their new house for the first time. It's a bright modern property with a downstairs bathroom and easier access for the boys.

Their housing officer, Vanessa Stock, has relocated four households to make the move possible. But it is still temporary.

Chelsea says she has looked for private rentals but cannot afford it. She works part-time around school hours, but it's not enough.

Like thousands of others, she is priced out of the market.

Waiting game

There are more than a million people in England waiting for something more permanent - affordable social housing. The rent for social housing is linked to local wages so cheaper than a private landlord. Tenancies are also more secure.

Housing manager Alan Sheppard shows what he calls the "housing register". It is effectively the waiting list for a house.

On this day there are just six available properties for 1,500 households.

"So as you can see, the supply is nowhere meeting the demand," Alan says.

'I don't get anywhere'

On the other side of town is a former nursing home that has been converted into bedsits.

In the communal hallway some pushchairs are parked up. Most of the bedsits are for homeless mums and their children. Like 20-year-old Jessica, who lives in a small room with her two-year-old son Leo. This is the only home he has ever known.

Jessica is used to this. She has been stuck in temporary housing for five years since she was 15. She knows the housing register system well. She is one of the 1,500 households clicking and hoping, week after week.

"When I became homeless, we went to about five estate agents in town. Everywhere we walked into turned us down.

"I wake up and wait. I wonder if I am going to get a house today. I bid and get nowhere. I get excited thinking maybe I am going to get lucky. But I don't get anywhere."

And she's worried about her son, Leo.

"He's so used to being in a trapped room that the outside world for him is hard to deal with," says Jessica.

"Even just going for a walk or going out to a playgroup is strange for him."

And as each day passes, the council must pay for the accommodation.

Buying back

One solution is to roll back the clock.

In the 1980s, millions of council houses were sold to tenants under the Right to Buy scheme. Now many councils are buying back the homes they once owned to cope with the crisis.

This has been possible with the help of government money. The £1.2bn Local Authority Housing Fund has been split between 203 councils - partly to house Ukranian and Afghan refugees, but also help others in poor quality, expensive temporary accommodation.

Hastings Council has used this, alongside the Move on Fund to fund the purchase of 50 houses along with their own budget.

"Needs must," says Chris Hancock, director of housing at Hastings Borough Council.

He shows one of the three-bed, ex-council houses with a garden that was bought back from the open market last year.

"We can either keep going, spending £500 a week on temporary accommodation, which just isn't good enough, or bite the bullet and start building up our portfolio again...

"We can't afford for people to be in emergency accommodation. We don't want people living in one room in bed and breakfasts. We want people to be in a home."

The government says it's committed to delivering 300,000 homes a year, including spending £11.5bn on affordable homes.

In 2021/22, just 7,528 new social homes were delivered. Nowhere near enough for the 1.1 million people on the waiting list.

Local campaigner Grace Lally is using colourful chalk spray to emblazon walls with slogans questioning why this block is empty.

She says Orbit is deliberately neglecting social housing stock so that it can be sold privately for profit.

"Last summer the people living here were moved out - the housing association said the flats didn't meet modern thermal efficiency standards. Most of the houses in Hastings are probably not up to modern thermal efficiency standards," she said.

"It's just another drain of social housing out of the system. [There are] 53 flats that could be going to people who are on the waiting list. This is a scam. This is not okay."

A spokesperson for Orbit said: "Orbit is a not-for-profit housing association. We will therefore aim to provide as much affordable housing on the site as planning and environmental decisions allow.

"We took the decision to decommission Clifton Court with plans to redevelop the scheme into new affordable homes given the existing building could no longer meet customers' needs... We cannot confirm what proportion of the new development will be earmarked for social housing as this will form part of the planning process."

The mainstream political parties agree on the need for more homes to be built.

The government says it's "on track" to meet its manifesto commitment of building one million more homes before the end of this parliament and defended the use of temporary accommodation.

A spokesperson for the Department for Levelling Up, Housing and Communities said: "Temporary accommodation is a vital safety net to make sure families are not left without a roof over their heads. Figures show that the majority of families who have been in temporary accommodation for long periods of time are living in council-owned properties or private rented sector homes rented by the local authority. This provides a suitable home whilst families wait for settled accommodation, and councils have a responsibility to help families find this as quickly as possible.

"That's why we are giving them £1.2bn over three years through the Homelessness Prevention Grant, and our £11.5bn Affordable Homes Programme will go further to deliver thousands more affordable homes to rent and buy across the country."

Angela Rayner, Labour's deputy leader and shadow housing secretary is making big promises ahead of the election.

"After 14 years of failure, the Conservatives have utterly failed to deliver the safe, secure and affordable homes Britain needs," she said.

"Labour will put an end to the Tories' housing emergency by ending the scourge of no-fault evictions, getting Britain building again with 1.5 million new homes, and delivering the biggest boost to affordable, social and council housing for a generation."

Back at the front desk, Phil has nearly completed his meeting with Leah, the single mum we met at the council offices in the morning.

She is just the latest in a long line of people who need a home.

Phil says: "For a one-person property the average waiting time in Hastings is four years.

"For a two-bedroom place, it's five years. And for a three-bedroom, it's six years."

Leah shakes her head. Her journey into the unknown is just beginning.

How to spot hard-to-spot rental scams

Finding an apartment or house to rent that’s safe, affordable, and near amenities you want can be hard for anyone. Folks in the LGBTQ+ community often use community groups on social media to find housing rentals, and people often assume that what’s posted is vetted and safe for community members. But scammers post in these groups, too. Here are ways to spot and avoid rental scams.

We’ve heard about these  rental scams happening two ways : scammers use legitimate rental listings but claim to be the landlord (but they’re not), or they make up listings for places that either aren’t for rent or don’t actually exist. Whether they use a real address with real pictures or make something up, it can be hard to spot a scam listing — especially if you’re coming from outside the area. In both cases, the scammer will rush you into paying an application fee, deposit, and/or first month’s rent, and promise to get you the keys right away — but instead, they’ll disappear. And you’ll be left without your money and with no place to move into.

To avoid rental scams:

  • Search online for the rental’s address , plus the name of the property owner or rental company listed. Do other ads come up for the same address? Maybe with a different owner or rental company name? Those are signs of a scam.
  • Check out the rental company.  Search their website to see if the property is listed there, too. If it isn’t, the ad you found may be a scam.
  • Don’t pay for a property you’ve never seen. And never pay someone you’ve never met in person. If you can’t see the apartment or sign a lease before you pay, see if a friend can see it for you, or keep looking.

Also, nobody legit will ever say you can only pay by  wire transfer ,  gift card , or  cryptocurrency . That’s a sure sign of a scam.

Spot a rental scam? Report it to the FTC at  ReportFraud.ftc.gov .

Here's another wrinkle: My wife saw on Facebook a listing for an apartment in Rhode Island in a nice-looking home for a really reasonable rent. She answered the ad and a woman claiming to be the owner told her to apply right away as she needed to rent the place soon. She said an application fee of just $39 fee was the first step, payable through PayPal. One odd direction: please select the type of payment as Friend or Family. That should have been a red flag, but my wife did as asked. Then the supposed owner asked for a second fee for the spouse. My wife told me then about all this, and I said wait, tell her you need to discuss first.

I googled the name provided for the PayPal already sent and the only hit was a person in an African country. Oh no, I told my wife, tell her you can't continue and ask for the $39 back. No reply, of course. When I check the Facebook listing again, a viewer had posted a one-word comment: "scam." At least we were out just the $39, but I'm sure more fees would have been raised if we had continued. And sending a PayPal payment as Friend or Family is not refundable!

I was looking for a place for rent on Trulia and I was contacted by a text from someone who claimed that they owned the property. The phone number was from a far away state, she said right away to me that I could move in but had to pay her first! I asked her which apartment it was and all she said was that she owned the house! I was confused cuz she didn’t know the address but that she owned it. I gave her the address I was looking at and she said oh yes that’s the one, I definitely knew it was a scam because I asked her to call me and she said ok on the text but I never received a call! So I texted her back and told her she was a scammer! I never heard from her again, plus the address I gave her was for a rental property that were apartments not a house and I knew the property management! So people should always look at the property first and make sure it’s totally legit! Do your research!!!!
