Advances in tracking technologies have had a significant impact on offshore sailing, both cruising and racing. Once something used exclusively by extreme adventurers and offshore racers – significant falls in the cost of worldwide tracking have made it viable for anyone who sails to share their position and status with a contact ashore.

And trackers can do a lot more for you than just share your adventure. They allow owners to monitor their vessel when they are not on board. Unlike AIS, which broadcasts your position, custom trackers will only share your location with the people you choose.

GSM or satellite?

The Global System for Mobile Communications (GSM) is equivalent to a mobile phone signal of 2G or above, and I was surprised to find how much coverage I managed to get during my testing on this network.

I carried out tests on the south coast of the UK, the west coast of Scotland and in the Swedish and Finnish archipelagos, and got total coverage everywhere except Scotland, where I had a GSM signal for around half the time on a two-day passage, enabling me to make the equivalent of four or five updates a day.

If you mostly sail around Europe, with the odd passage offshore, these could offer low-cost tracking and security solutions. For ocean sailing or in more remote or less developed locations, satellite trackers are a better bet.

I tested satellite trackers on two networks: Globalstar simplex and Iridium.

Globalstar has a 24-satellite network that reportedly achieves over 80 per cent coverage of the world’s surface. Globalstar solutions can provide a lower-cost satellite service for trackers, but because they use the simplex network this offers only one-way messaging.

Iridium ’s 66 satellites guarantee total global coverage, including in polar regions and mid-ocean. If you are heading further afield or if you require two-way communications Iridium should be your choice.

Airtime costs continue to come down and all the products I tested offered monthly pay-as-you-go packages, making satellite tracking a lot cheaper than you might think.

Fixed or portable?

Fixed trackers can be securely mounted, wired into a 12V supply and hidden from view. Without screens, they are the most robust units, but require an interface to administer. Remote monitoring of fixed devices could be useful if you leave the boat for long periods and if you are worried about security in a remote anchorage.

Portable trackers for the active person are a lifestyle purchase, useful for crews rather than boat owners. When buying a tracker for a big trip, think what charging options will be available to you – if these are limited, consider one of the units that takes regular batteries instead of requiring a plug-in to recharge and be certain to configure your device for minimum transmissions before you head off.

Advice for buyers

The tracker market is bursting with options. It can be quite difficult not to be the proverbial ‘kid in the sweet shop’ and opt for a unit that can just do everything. To make a sensible investment, consider carefully what functions will actually add new value to your whole boat set-up and where and how often you will be cruising.

Fixed trackers can lower insurance premiums. Portable trackers could be used in other sports or for charters abroad, so offer value in different ways. Certainly don’t write off the GSM option without considering your cruising ground first.

We should also see the cost of satellite comms dropping further. Last year saw the launch of OneWeb, backed by Richard Branson. The goal of this constellation of over 600 satellites is to provide low-cost broadband and mobile phone coverage with global coverage in the next couple of years, opening up the world of remote monitoring and operation even further.

First a few words about what functions are on offer and what they are useful for. Don’t get distracted by the vast range of functionality on offer. Important things to consider are: what functions are actually useful to you; what is the real cost of using extra functions; and does it represent good value?

Below is an outline of some of the more important functions I tested.

Sharing your track with friends is one of the wonderful things about this technology, so consider the ease of access to these facilities. I enlisted the help of my mum to test the sharing facilities for each tracker – the end-user experience ratings in the table are hers.

Remember that sending an SOS message from any of these trackers will not link directly to the maritime rescue services, so they should never take the place of an EPIRB or a VHF/HF distress alert. The SOS buttons will link you to a commercial rescue co-ordination centre which will relay your position.

Geo fencing

Setting a geographical boundary around your vessel which will generate an alert sent to specified contacts if broken. Mostly a security function, this could also be used as a remote anchor alarm if you head ashore.

Movement alert

Similar to geo fencing, but this will send an alert once the boat has started to move after a specified time spent stationary.

The tracker will stop transmitting if the boat stops moving for a specified period of time. In my tests this feature significantly improved battery life.

Shock sensor/collision sensor

Sends an alert if the unit receives a significant jolt, useful for theft or remote notification of a collision.

Preloaded messages

Created before a trip and uploaded to a device that has no keyboard. These can be sent to predefined contacts with one press of a button.

Two-way messaging

This could replace onboard email. Make sure you know if you are charged by the character or by the message. Inbound and outbound messages are charged.

Mapping portal

How does your chosen tracker export and display your positions? Not all trackers come with their own mapping portal, so bear that in mind.

Remote activation

This will allow the alarm to be turned off and on via the network – only available for GSM and Iridium trackers.

Sabotage alert

Notification if the power source is cut or tampered with.

Delorme InReach portable Iridium satellite yacht tracker.

DeLorme inReach – portable – Iridium 8/10

The DeLorme inReach tracker has the whole package, including two-way messaging functions. Settings can be managed on the device itself via an online portal and also via Bluetooth to the EarthMate mobile phone app.

Messaging options include a selection of your own preloaded messages or free text, which can be typed in directly to the unit or created on a tablet or phone and sent using Bluetooth.

I recommend the app to manage this device as the screen is too small to navigate easily through menus or type text.

DeLorme is now offering enhanced, location-specific marine weather forecasts. There is no sleep function, so the battery lasted only 72 hours when the unit was set to transmit every five minutes – poor compared with the Spot (below).

The unit did not work at all indoors and it must be plugged in to recharge. Editing preloaded messages and preloading a contact list is essential to efficient use. The menus are not always intuitive, so it’s also worth reading the manual to make the most of all the functions.

My mum gave the DeLorme sharing pages the top rating for the end-user experience; she found it simple to navigate, felt the data was well represented and liked the high level of zoom.

Airtime plans vary, but you are charged around 8p for every location ‘ping’, which means my test of 72 hours at five-minute intervals cost £69. Ouch.

SuperSail fixed GSM yacht tracker

SuperSail – fixed – GSM 8/10

This is pitched as a security device, with all manner of add-on accessories for remote monitoring and operation, including float switches and door sensors.

I tested the basic model of tracker and GPS antenna only, which is managed through a mobile app. Getting an initial GPS lock took time; in the end I took the separate GPS antenna on deck to obtain a first fix and then installed it below decks with no disruption to GSM or GPS signals. LEDs on the front of the box indicate clearly if the unit has a signal – very useful for initial siting.

Tracking is not sharable through a public page, but if friends download the app they can track you on your own account (though they could also access the alarm configuration). The SuperSail obtains a position fix every ten minutes as standard, leaving a comprehensive trail to view. If you lose mobile signal the device will store up your position and transmit the backlog once a mobile signal has been regained.

SmartOne C fixed Globalstar satellite yacht tracker.

SmartOne C – fixed – Globalstar 7/10

The SmartOne C is similar in function to the Spot Trace, offering tracking and alerting, but with the versatility of a monthly contract. This device exports raw data and does not come with a bespoke mapping portal.

For my test I worked with GTC, a telecommunications company, and the GTC track platform for both the SmartOne C and G Sat Micro. If you are not technologically minded then working with a supplier could be a great solution as they would set up, configure and update any devices for you.

There is no separate public sharing page for the GTC track portal. Instead you register guests on to your main administration page then restrict their permissions. The site offers a good presentation of linked tracking data and is user-friendly.

Spot Trace fixed Globalstar satellite tracker

Spot Trace – fixed – Globalstar 7/10

The Spot Trace is a no-frills tracker in a rugged waterproof case that mounts inside a locker lid or just under the coachroof. It also worked down below when placed reasonably high up. If permanently mounting use the Spot waterproof lead to hardwire the unit to an external power source and it will still be rated as waterproof.

The Trace is set-up through the same portal as the Gen3, so requires internet access for configuration. It has the same tracking and alerting functions as the Gen 3, such as motions alerts and sleep mode, but without the messaging function, so airtime costs are slightly lower.

Spot Gen 3 – portable – Globalstar 8/10

The Spot Gen 3 provides an impressive battery life – I carried it around for over a month set to transmit every five minutes when moving and did not deplete the batteries.

The device will send alerts and a selection of five one-way messages to email or via SMS, but you pay extra for SMS messages. The entire unit is managed via an online portal where transmission frequencies, alerting and preloaded messages are set up. The Spot must be plugged into a computer connected to the internet to change configuration. Editing the standard preloaded message text is a must – one of them simply says ‘Help’.

Each Spot has its own mapping page that can be shared with friends and linked to social media. The sharing site is not particularly detailed and only displays seven days of tracking history – frustrating for those who would like to see the entire journey. You are now able to download the Spot app to display the full tracking history. However, this does not display a trail to link the different reports and is only available for IOS 8.

GSat Micro portable Iridium satellite yacht tracker.

GSat Micro – portable – Iridium 7/10

This device is the cutting-edge of tracker technology. It is the smallest Iridium tracker going, fitting comfortably in the palm of a hand. It also has incredibly advanced functionality, including the ability to receive and carry out advanced commands via satellite.

Its current uses are mainly commercial and military, but this is the space we should be watching to imagine what standard tracker technology will be offering us in years to come. The bad news is that you need to be a bit of a nerd to control the GSat micro. But with the right programmer you would be able to invent, write and test commands that could be carried out anywhere in the world – cutting the engine or turning instruments on or off would only be the start of its functionality.

Charges are monthly and relate to bytes and should be discussed with the provider – I’ve given prices for an entry-level package with the GTC track mapping portal.

YB3 portable Iridium satellite tracker

YB tracking: YB3 – portable – Iridium 8/10 YB3i – fixed – Iridium 9/10

YB’s stand-out feature is its thoughtful sharing package. All YB trackers come with their own blog page as well as mapping application. Simply log on to your account and start writing – blogs will be attached to your tracking map and easily shared with contacts and on social media for free. The portal is easy to access, well presented and was another of mum’s favourites.

Both devices offer a full range of functions, including two-way messaging with free text. Just remember that you’re paying to receive messages, so train your friends to keep them short. Neither the portable or fixed device has a sleep mode; this is substituted by a ‘burst’ setting where the device transmits at a low frequency when stationary (12 hours maximum) then at a higher rate when moving.

The units are configured either via an online portal, Bluetooth to a mobile phone app, or on the screen of the YB3.

The app is essential for proficient use of the YB3i and of great benefit to the YB3 – I think it’s worth the extra money to buy the Bluetooth model.

The YB3 is a little large for a personal device – it comes with a pouch to mount it easily on the guardrail. However, the YB3i is waterproof to 5m, so could be mounted on deck.

I encountered a few problems with my YB3 unit failing to charge, which YB has now addressed. (The company offers good customer service to owners and viewers, one benefit of dealing directly with the manufacturer for the total package.)

Airtime costs are a pretty simple pay-as-you-go package and unused credits do not expire: one credit equals one position report and 50 characters of text sent or received.

Back2You fixed and wired GSM boat tracker.

Back2you Wired boat tracker – fixed and wired – GSM 7/10 & Personal tracker – portable – GSM 6/10

I tested the company’s wired boat tracker, self-contained longlife tracker and a small personal tracker. The Back2you trackers offer worldwide GSM coverage; the personal tracker is UK and Europe. They can be viewed and managed via an online portal.

The system is clearly set up for terrestrial vehicle monitoring, but with the satellite-based Google Maps base it works very well afloat.

The wired boat tracker showed an excellent level of track detail when set to transmit every 30 seconds. Back2you also has a mobile phone app that can send commands to the trackers, but I did not find this very user-friendly, so would recommend sticking with the portal.

The self-contained longlife tracker is purely for anti-theft. There is nothing to fit or install, no batteries to manage – just hide it away on your boat. It will switch on once a day and ping you a position, but if your boat is stolen you can switch it to live monitoring. Batterylife is three years.

This personal tracker is impressive in use, easy to stuff in a pocket, but it’s not waterproof and its functionality is designed more for the security of children and vulnerable adults.

Yachtsafe is more of a security device than a public tracker. It checks its position every ten minutes, but doesn’t keep a historical log, so has limited appeal for position sharing with friends.

Position reports are on request from the mobile app and then shown on your phone’s mapping application.

There is a good range of alerts, including a sabotage warning, and extra sensors can provide further input to the unit. The system only covers Europe and charges an annual fee that includes 500 messages. I used 20 messages in a four-day trial.

Suddenly a new charge for basic data?

Having used the App for years and been very happy with the info and coverage it gives, I see this morning that, you suddenly have to pay to get anything more than very basic data. No past track etc. Bit of a disappointing start to 2022. The basic package you paid for in the App were fantastic, the additional packages you could buy were far too expensive for a casual user and really were more for corporate usage. The new “starter” patch for £10 a year seems a bit steep to me. Update…..I think there must have been a software glitch on the iPad app and all functionality previously enjoyed suddenly came back after 24 hours. Track history and basic vessel detail etc were available, and my enthusiasm for the App has returned.

More payment options please

This is a really comprehensive app. I’d like to investigate it’s services more but it’s just too expensive. I appreciate that you can try before you buy . But the monthly fee is prohibitive unless you are actively using it for a business or serious daily fact based hobby or enquiry. I’d be happy to pay for an option per financial increment over a much broader range of services. The site does so much but I don’t want all of it by any stretch. I want to pay for the things that appertain to me but not be forced to pay for the things I’m not interested in simply because they are included in a monthly package. Please charge me for what want but not for what I don’t want and don’t need. The categories and current payment options are prohibitive and, in my opinion, need a more flexible and enlightened approach. Other than that, it’s an excellent service and, if you can afford it, worth the investment. But the cost, for those of lesser means, probably excludes many who might benefit and help to bring the app to a wider audience, greater awareness and ultimately, a higher profit margin.

I must go down to the sea again

Acting on the reviews I read before downloading this app., I have not bothered to try others because this one does it all for me. Many a time on the coast or on rivers I have located vessels and information about them which completely satisfies my nosiness. The only thing lacking are the names of the ships crew!!! I tracked my brother-in-law's cruise around the north of Norway and have viewed ships at my local port. I can see what is in the mid-Pacific in real time or in port anywhere in the world. For good measure, I have downloaded the computer version as well. This is a great app with lots of information which I highly recommend to all shipping buffs.

MarineTraffic is a ship-tracking and maritime information service that was founded by Dimitris Lekkas in 2007. It is widely recognised as the world’s most comprehensive maritime database and the service is able to boast more than six million unique monthly users , as well as more than one million registered account holders. Essentially, the service was set up by Lekkas because he had an existing interest in computers and ship spotting and had become interested in the practical uses of AIS vessel tracking technology. Little did he know, he was about to create one of the most important transport databases in the world . The MarineTraffic service is available to use for free , although a paid version also exists, adding more advanced features. MarineTraffic makes use of AIS vessel tracking technology to record 800 million vessel locations each month, while its database also includes information on ships, such as when and where they were built.

How Does MarineTraffic Work?

The MarineTraffic service makes use of AIS tracking technology to provide information about the identification, course, speed and current location of vessels. From there, locations can be overlaid onto Google Maps , and, as a result, users can use the service to track the movements of ships and other vessels in real-time.

Additionally, some information surrounding ship locations is self-reported by those aboard. This information is then used to provide a more accurate and up-to-date live map of vessel locations.

Aside from tracking vessel positions, MarineTraffic also provides background information on vessels, such as where they were built, when they were built, their IMO (International Maritime Organisation) number, how much they weigh and even photographs of them. Much of this information is submitted voluntarily by the community members.

What is AIS Technology?

AIS stands for ‘ automatic identification system ‘ and refers to a tracking system that is used on ships and VesselFinder . Since 2004, it has been compulsory for all passenger ships of any size, and all international voyaging ships with a gross tonnage of 300 or more, to be fitted with an AIS transponder, which is able to transmit and receive AIS data.

The AIS transponder transmits GPS information , as well as a host of additional data, which is then received by AIS receiving stations. The MarineTraffic service makes use of more than 3,000 of these stations , positioned all around the world, allowing the service to track positions, identify vessels, plot courses and even monitor speed.

In many ways, the MarineTraffic AIS technology can be considered similar to the flight radar technology used by services like Flightradar24 , in order to track aircraft. In that particular case, the AIS technology is replaced by ADS-B technology, which works in a similar way and is again assisted by volunteers, with information being picked up by ADS-B receivers or receiving stations instead of AIS receivers.

Other information on the site

While the information on the site largely revolves around picking up these AIS signals for tracking purposes, background information about the vessels, photographs of ships and an abundance of other information is also added and moderated by volunteers, who make up the core of the MarineTraffic community.

Meanwhile, in addition to the automatic location tracking that is provided through the use of AIS technology, vessel positions are also often self-reported to MarineTraffic. This can help to make tracking even more accurate and is stored as historical data within the database . It can subsequently be referred to for statistical analysis, emergency response purposes, accident investigation, and even to assess the effects of weather on speed.

Who Uses MarineTraffic?

An online ship tracking service may seem like the sort of platform that would only appeal to the most dedicated ship spotters , and it may not surprise you to learn that the site’s founder, Dimitris Lekkas, places himself within this category. However, in reality, the service has a much wider audience than that.

Real-time Ship Tracking Map

In fact, in the years since its initial launch, MarineTraffic has grown into an important tool for both business and research purposes , while the platform is also used by governments, trade organisations and emergency services. Of course, it remains a valuable tool for maritime professionals and hobbyists as well .

The core user group includes maritime professionals, ship spotters and other hobbyists . Many of those within this group subscribe to the paid version of the service and dedicate their free time to voluntarily help the community, upload photographs and moderate content uploaded to the site.

Business and Trade

Another key use for the MarineTraffic service is related to business and trade. Its primary use here is to track the progress of cargo being shipped overseas. Furthermore, the website includes its own business directory, helping to put buyers and suppliers in contact with one another.

MarineTraffic also enjoys popularity with maritime researchers and those interested in AIS technology. Indeed, the service has set up the MarineTraffic Research Network, which is designed to assist academic institutions, research foundations and individual maritime researchers . Interested parties can even apply for special academic accounts.

Security and Emergency Services

One of the more surprising ways in which MarineTraffic is used is as a tool to assist emergency services with situational awareness and accident investigation . Moreover, the platform has also been used by some national governments for security purposes because it allows them to monitor activity in and around their coastal areas.

Other Users

Aside from the groups mentioned, MarineTraffic has also grown into an important resource for journalists and media organisations , who have used it to inform reports on ISIS and the migrant crisis. In addition, there are also casual users who may utilise MarineTraffic to track friends or family members aboard a ship or vessel.

How Do You Use MarineTraffic?

If all of this seems complicated and overly technical so far, the good news is that the actual MarineTraffic service itself is very easy to use , even for those with no technical knowledge of AIS technology whatsoever. Additionally, the core features can be accessed from a range of different platforms . The main website is, in itself, the service’s web platform and from there, users will be able to search for, identify and track vessels. However, in addition to this, two separate web apps exist. The first of these integrates with the services seen on the web platform, while the other is designed for boaters and hobbyists.

Web Platform

The main MarineTraffic web platform features a Live Map showing the positions of vessels. Users can click and drag the map to move around the globe, highlight vessels on the map to find out more information, or use the ‘+’ an ‘-‘ symbols to zoom in or out, while the left-hand side of the screen has a range of more advanced options.

At the top, the magnifying glass symbol opens up the search function, allowing users to search for either a vessel or sea port , or search for a specific map location. Meanwhile, the filter symbol allows users to filter the vessels displayed on the map based on ship type, capacity, current status and more.

Finally, the symbol showing three boats is the ‘My Fleets’ option. By accessing this menu, users have the option to create a fleet and add ships to it, making it easier to track multiple vessels at the same time.

A basic MarineTraffic account is free and can be used for an indefinite period. However, MarineTraffic is categorised as a ‘freemium’ service because a paid premium account opens up a range of extra features. Among these are the ability to create larger fleets, use custom fleet icons, access wind forecasts and view a 30-day voyage history.

Mobile Apps

Aside from the main web platform, the MarineTraffic service also has two separate mobile apps , which are available for Android and iOS devices. The first of these, MarineTraffic Ship Positions is similar to the web platform, but is more mobile-friendly than using the website on a mobile browser.

All account holders can make use of the app, including those with a basic free account, those with a paid premium account, or those with a special research or academic account, but the app itself is not free, and a small fee is required to download it. The features available within the app will depend on the account type held by the user.

Further to the main MarineTraffic mobile app the platform also has a separate mobile app, known as MarineTraffic OnCourse . This app is intended for those interested in sailing or yachting or those who are in charge of larger vessels, and provides a more advanced range of features. For example, the app allows boaters to self-report their location from within the app and easily upload photos and other information about their vessel.

Rest assured, all your subscriptions, whether monthly or yearly, will be matched accordingly. Your My Fleets and Tags, along with your Credit Points, will also be transferred to your new MarineTraffic account. Additionally, we will assist you in smoothly transferring your My Zones.

With your new MarineTraffic account, you will have access to all its features and services during the remaining duration of your FleetMon subscription. If your contract with FleetMon has already expired, there's no need to worry. We are offering a free trial period of two months, allowing you to experience and explore all the fantastic features MarineTraffic has to offer before deciding on a suitable subscription plan. If you encounter any issues or have any questions, contact our support team directly. They will be more than happy to assist you with your new MarineTraffic account.

We would also like to express our appreciation to the photo community for the incredible photos you have contributed over the past few years. Your contributions are invaluable, and we want to ensure that your efforts are preserved. Therefore, we kindly ask you not to transfer the photos manually. A Chinese satellite and missile tracking vessel is approaching the Indian Ocean, raising concerns in India, said Damien Symon, a geo-intelligence expert, on Friday. He also said that one more Chinese research vessel is operating in the region right now.

This comes in the wake of a notification by India for a no-fly zone over the Bay Of Bengal Region, indicating a likely missile test. The geo-intelligence expert expected the date of the missile test to be between April 3 and 4. 

In a tweet on Thursday, Symon wrote: "AreaWarning #India issues a notification for a no-fly zone over the Bay Of Bengal Region indicative of a likely missile test - Date | 03-04 April 2024." He said China's missile tracking vessel - Yuan Wang 03 - was seen heading to the IOR (Indian Ocean Region).

In January this year, after the Maldives allowed China to dock its research vessel at its Male port, Indian geo-strategist Brahma Chellaney said China was aggressively engaged in mapping the Indian Ocean bed and collecting seismic and bathymetric data to facilitate submarine operations in India's maritime backyard. 

On January 22, Chellaney, the author of 'Water: Asia's New Battleground', said China has stepped up its survey of the Indian Ocean, including the seafloor, to facilitate submarine operations in the Indian Ocean. 

"If China were to open a potent maritime front against India, it would complete India's strategic encirclement," he said while sharing a paper titled "China's Dual-Use Research Operations in the Indian Ocean."

As per the paper, Hidden Reach analysed Chinese oceanographic missions since 2020 and identified 64 active research and survey vessels. Of these 64 active vessels, the paper said, over 80 per cent had demonstrated "suspect behavior or possess organizational links suggesting their involvement in advancing Beijing's geopolitical agenda".

The PLA can leverage the insights gained from these missions to enhance its knowledge of the dynamic undersea environment—a crucial precursor to confidently deploying naval forces abroad, the paper added.

HILO, Hawai‘i — Lawmakers and boaters hope for smooth sailing at the Wailoa Small Boat Harbor in Hilo, as a long-awaited dredging project inches closer toward beginning.

The harbor, one of East Hawai‘i’s last functioning boat launches after the closure of the Pohoiki Boat Ramp during the 2018 eruption, has gone undredged for more than seven years, leading to a dangerous buildup of sediment in the harbor mouth that has substantially reduced the facility’s usability.

Boater Leilehua Yuen said her late father’s boat has been stuck in the harbor for more than five years, and went aground at least three times attempting to pass the mouth of the Wailoa River — multiple times at high tide, no less.

“Once was midway through ebb-tide,” Yuen said via email “For several years, he could only go in and out at highest tide, which meant that if we took the boat out, we could not come back for either 12 or 24 hours. Since then, he went aground twice at high tide.

“For the past five years, we have been trapped in the basin, and could not take the boat out at all,” Yuen continued. “This winter’s storms have now made the harbor impassable for many other vessels, as well. This also means that boats needing to seek refuge in the basin from storms cannot come in to safe harbor.”

Thanks to $3.2 million in capital improvement funds allocated for the dredging during last year’s state budget cycle, some of the harbor’s woes are on track to be fixed later this year, although Hilo Sen. Lorraine Inouye said she is disappointed at the pace of the work.

“It shouldn’t have gotten this far,” Inouye said. “The burden is now on the public, on the boaters who have to deal with this problem.”

Inouye said she has been in constant contact with the Department of Land and Natural Resources (DLNR) Division of Boating and Ocean Recreation (DOBOR), as well as the U.S. Army Corps of Engineers, in attempts to expedite the dredging. However, she said the project is not anticipated to begin before July, which she said is too long for users to wait.

DOBOR Administrator Ed Underwood said the Army Corps of Engineers has appointed consultants who are currently conducting surveys to determine the scope of the dredging necessary. Once those surveys are completed, and permit applications are finalized and submitted, contractors will be hired to carry out the actual dredging, Underwood said.

How long the dredging project will take will depend upon the results of the survey.

Although Underwood noted that DOBOR has “been asking for funding for this for years,” Inouye said that Hilo boaters can ill afford such essential work to be put off for years at a time, particularly when Hawai‘i Island fishermen are more limited than ever in where they can launch from.

To that end, Inouye touted Senate Bill 2156, a measure she introduced this legislative session that would allocate funds to the DLNR for a scheduled program of maintenance dredges and other necessary work at all of the state’s small boat harbors and launches.

“It seems we only get these dredges to happen every few years, but it needs a consistent process,” Inouye said.

The Senate Committee on Water and Land, which Inouye chairs, voted Thursday to pass SB 2156 with little discussion, although she told the Tribune-Herald funding could still be hard to come by this year thanks to ongoing budget pressures from the Lahaina Fire. Consequently, the bill does not include a specific dollar amount in its current form.

In the event that no additional funding is available, Inouye said she hopes the bill can still pass and establish a framework for a future schedule of maintenance work.

She added the DLNR could potentially establish a pilot program for a single island, and posited that between Wailoa, Pohoiki, Kawaihae and other facilities, Hawaii Island should be the prime candidate for such an enterprise.

“I just feel sorry for the people whose careers depend on being able to use these harbors,” Inouye said.

Attack by Yemen’s Houthi rebels targets a ship in the Red Sea, though its crew is reportedly safe

DUBAI, United Arab Emirates (AP) — An attack by Yemen’s Houthi rebels targeted a tanker in the Red Sea early Friday but the ship’s crew was unharmed, authorities said. It was the latest in the rebels’ campaign against shipping over Israel’s war with Hamas in the Gaza Strip .

The British military’s United Kingdom Maritime Trade Operations center initially reported the ship had been “struck by a missile” off the port city of Hodeida but later Friday said that further inspection of the vessel in daylight found no damage.

It described the crew as being “safe” and said the ship was continuing on its way.

The private security firm Ambrey also reported Friday’s attack and said the tanker with armed guards aboard had a “near miss” on Thursday off the coast of Yemen in the Gulf of Aden. It said the ship had been Israel-affiliated but changed owners in February.

In a statement, the Houthis claimed responsibility for the attack and identified the tanker as the Panama-flagged, Vietnamese-owned Pacific 01. That tanker previously had been owned by Singapore-based Eastern Pacific Shipping, which has been repeatedly targeted by the Houthis. That company is ultimately controlled by Israeli billionaire Idan Ofer.

The rebels also claimed they targeted an American destroyer, without elaborating. U.S. warships have repeatedly been targeted by Houthi missile and drone attacks.

The U.S. military’s Central Command in a statement acknowledged the Houthis fired three anti-ship ballistic missiles Friday into the Red Sea, but said they didn’t hit anything.

The UKMTO and Ambrey reported another attack late Friday, but said the Houthi fire missed the Marshall Islands-flagged gas carrier it apparently tried to target.

The Houthis have attacked ships since November, saying they want to force Israel to end its offensive in Gaza.

The ships targeted by the Houthis, however, largely have had little or no connection to Israel, the U.S. or other nations involved in the war. The rebels have also fired missiles toward Israel, though they have largely fallen short or been intercepted.

The assaults on shipping have raised the profile of the Houthis, who are members of Islam’s minority Shiite Zaydi sect, which ruled Yemen for 1,000 years until 1962.

A report Thursday claimed the Houthis now had a hypersonic missile , potentially increasing that cachet and putting more pressure on Israel after a cease-fire deal failed to take hold in Gaza before the Muslim holy month of Ramadan.

Hypersonic missiles would pose a more serious threat to American and allied warships in the region.

Earlier in March, a Houthi missile struck a commercial ship in the Gulf of Aden , killing three of its crew members and forcing survivors to abandon the vessel. It marked the first fatal attack by the Houthis on shipping.

Other recent Houthi actions include an attack last month on a cargo ship carrying fertilizer, the Rubymar, which later sank after drifting for several days.

Why the Panama Canal Didn’t Lose Money When Ship Crossings Fell

A water shortage forced officials to reduce traffic, but higher fees increased revenue.

Low water levels have forced officials to slash the number of ships that are allowed through the Panama Canal, disrupting global supply chains and pushing up transportation costs.

But, remarkably, the big drop in ship traffic has not — at least so far — led to a financial crunch for the canal, which passes on much of its toll revenue to Panama’s government.

That’s because the canal authority introduced hefty increases in tolls before the water crisis started. In addition, shipping companies have been willing to pay large sums in special auctions to secure one of the reduced number of crossings.

In the 12 months through September, the canal’s revenue rose 15 percent, to nearly $5 billion, even though the tonnage shipped through the canal fell 1.5 percent.

The Panama Canal Authority declined to say how much money it earned from auctions. At a maritime conference last week in Stamford, Conn., Ilya Espino de Marotta, the canal’s deputy administrator, said the auction fees, which reached as much as $4 million per passage last year, “helped a little bit.”

But even now, during a quieter season for global shipping, auction fees can double the cost of using the canal. This month, Avance Gas, which ships liquefied petroleum gas, paid a $401,000 auction fee and $400,000 for the regular toll, said Oystein Kalleklev, the company’s chief executive. Auction fees are ultimately borne by the company whose goods are being shipped.

The canal’s financial stability in the face of a dire water shortage shows how the people who manage crucial links in global supply chains are adapting as climate change disrupts operations. It also helps that there are no viable alternatives in Latin America to the canal, an engineering marvel that opened in 1914 and handles an estimated 5 percent of seaborne trade.

If delays continue and the cost keeps rising, however, shipping companies may find ways to avoid the canal. Last year, as the canal became backed up, ships that wanted to travel from Asia to the East Coast of the United States began going through the Suez Canal, a far longer voyage that uses much more fuel.

Many vessels are still using a western route from Asia even after the Houthi attacks in the Red Sea forced shipping companies to avoid the Suez Canal and go around Africa. Mr. Kalleklev said that, after his vessels had delivered their cargo and were empty, they now typically returned to the United States via the Cape of Good Hope.

Though Panama is one of the world’s wettest countries, a sharp drop in rainfall last year deprived the canal of the water it needs for locks that raise and lower vessels into and out of the 40-mile passage between the Atlantic and Pacific Oceans. Climate experts say such water shortages may become more common.

The weather pattern known as El Niño initially causes hotter and drier conditions in Panama, and scientists say climate change may be prolonging dry spells. Last year, there was 1.85 meters (six feet) of rainfall in the Panama Canal’s watershed, well below the historical annual average of 2.6 meters, according to the canal authority. Rainfall in the watershed was below average in six of the last 10 years, including years that were the second, third, sixth and seventh driest since 1950, the authority added.

To conserve water, the authority gradually reduced passages from a normal range of 36 to 38 vessels a day to 22 by December . But higher-than-expected rainfall and the canal’s water conservation measures enabled it to since raise crossings to 27 a day.

Though the number of passages is still below normal, the canal is in decent financial shape, analysts said.

Verónica Améndola, an analyst for S&P Global Ratings, expects that the canal’s revenue in the 12 months through next September will be roughly the same as a year earlier, primarily because of the toll increases. S&P Global estimates that the cost of shipping through the canal will rise to $10 a ton from $6 a ton.

This is good news for Panama’s government, which relies heavily on payments from the canal and is facing skepticism about its deficit from investors in the international bond market. The canal authority expects to pay the government $2.47 billion this year, down modestly from the record $2.54 billion that it paid last year.

Canal tolls and dividends were 24 percent of government revenue in 2023, said Todd Martinez, a co-head for the Americas at Fitch Ratings who analyzes Panama’s government finances.

“The good news is that the drought doesn’t have a terrible near-term impact on Panama’s public finances, because the canal has a lot of pricing power,” Mr. Martinez said. “But the bigger problem is the government can no longer keep relying on the canal to solve all of its other fiscal problems.”

Faced with the prospect of permanently lower rainfall, the canal authority plans to create a big new reservoir that would supply enough extra water to handle an additional 12 to 15 passages a day. Lawmakers still need to approve the project, which the authority estimates will take four to six years to complete. Panama has elections in May, but Ms. Marotta, the deputy administrator, said last week that all the presidential candidates had told the authority that they supported the reservoir.

“There’s a great understanding in Panama that life without the canal would be very difficult to deal with,” said Sebastian Briozzo, an analyst for S&P Global Ratings.

UK says its largest aid package to Gaza has arrived

The UK's largest aid delivery to Gaza has entered the enclave, the British Foreign Office said Wednesday.

More than 2,000 tonnes of food aid that entered Gaza via the Jordanian land corridor were being distributed by the World Food Programme and will feed "more than 275,000 people," the office said.

The delivery includes fortified wheat flour for use in bakeries, hot meals and Ready To Eat (RTE) food parcels.

"The food parcels will be used to feed more than 275,000 people in Gaza. Each food parcel is designed for family of five and consists of canned vegetables, meat and fish, and date bars. The parcel can meet half of the daily calorie needs of the family for 15 days," the Foreign Office said.

The delivery adds to a previous batch of 150 tonnes of UK-funded relief items, including blankets and tents, which arrived last Wednesday and will be distributed by UNICEF, the Foreign Office said.

"A full UK field hospital run by UK-Med has also arrived in Gaza and is now operational and providing life-saving care", the office said.

Imminent famine: The aid comes amid warnings of imminent famine among Palestinians. Foreign Secretary David Cameron said the UK continues "to push Israel to allow more crossings to be open and for longer, and for healthcare, water, and sanitation to be restored."

Cameron also urged Israel to open a "land crossing in the north" and allow the entry of more UN staff to facilitate the delivery of aid in Gaza to tackle "the devastating and growing humanitarian crisis."

Israeli troops continue "precise operations" at Al-Shifa Hospital in Gaza "to thwart terrorism," according to the Israel Defense Forces and the Israel Security Agency (ISA), known as Shin Bet.

Gaza Civil Defense spokesperson Mahmoud Basal told CNN on Tuesday that the hospital is "besieged" by Israeli forces , while Israel has said the site was being used by "senior Hamas terrorists."

Thousands of people are currently sheltering in the hospital complex and are in dire conditions .

CNN has reached out to the Israel Defense Forces for comment on its ongoing operations at the hospital and in the surrounding neighborhood.

Israeli Prime Minister Benjamin Netanyahu is expected to address Senate Republicans during their closed-door conference lunch tomorrow via video, according to a person familiar with the matter.

Netanyahu’s appearance tomorrow comes as Senate Republicans have rallied around him after Senate Majority Leader Chuck Schumer called Netanyahu an obstacle to peace last week.

Netanyahu was invited by Sen. John Barrasso last week to address Senate Republicans during their annual retreat but he couldn’t make it.

US defense secretary will host Israeli defense minister at the Pentagon next week

Defense Secretary Lloyd Austin will host Israeli Minister of Defense Yoav Gallant at the Pentagon next week, according to a defense official. 

“The two leaders will discuss a range of topics, including efforts to secure the release of all hostages held by Hamas, the need for more humanitarian aid to reach Palestinian civilians, and plans to ensure the safety of the more than 1 million people sheltering in Rafah while ensuring Hamas can no longer pose a threat to Israel,” the official said. 

The official added the meeting comes after Austin extended an invitation for an official visit, and “is separate from the meeting announced yesterday following a call with President Biden and Prime Minister (Benjamin) Netanyahu, in which the prime minister agreed to send a senior interagency team composed of military, intelligence and humanitarian officials to Washington.”

CNN  previously reported  that Netanyahu agreed to send the delegation to discuss Israel’s impending operation in Rafah, and concerns for the more than a million Palestinian civilians in the city.

Al Jazeera journalist describes detention by Israelis at Al-Shifa Hospital

An Al Jazeera journalist and two men he was working with described their experience after Israeli troops raided the Al-Shifa Hospital complex in northern Gaza in the early hours of Monday.

Journalist Ismail Al Ghoul told CNN he and his team had been detained for 12 hours and were stripped to underwear and blindfolded throughout, despite the rain and cold.

One member of the team, Ahmad al-Harazin, said “while we were sitting [there], the [Israeli] army suddenly raided and arrested us. God Almighty kept us safe. And we were released.”

In a statement Monday, Al Jazeera alleged Al Ghoul and his team were detained and “severely beaten” before being taken to an undisclosed location. 

Samer Tarazi, another member of the team, said they were surprised by the arrival of Israeli troops at around 2 a.m.

CNN reached out to the Israel Defense Forces about the arrest of Al Ghoul and his colleagues, but on Tuesday the IDF responded that they had no record of his detention.

The IDF said later Tuesday that its units were continuing operations at the hospital and had “apprehended dozens of prominent terrorists in Hamas and Islamic Jihad.”

Ismail Haniyeh, the head of the Hamas Political Bureau, said the Israeli operation around Al-Shifa “reflects the occupation leaders’ attempt to sabotage the negotiations taking place in Doha.”

Haniyeh alleged that the Israelis’ “targeting of police officers and members of the government administrative agencies in the Gaza Strip demonstrates his attempt to spread chaos and perpetuate bloodshed” in Gaza.

Artillery launches from Lebanon landed in several areas in Israel throughout the day on Tuesday, according to a statement from the Israel Defense Forces.

IDF fighter jets struck "Hezbollah military compounds" in the areas of Ayta ash Shab, Meiss El Jabal, and Al-Adisa and "additional Hezbollah terrorist infrastructure was struck in the areas of Naqoura and Kfarkela," the statement said.

Hezbollah confirmed they launched eight attacks in Israel on Tuesday — seven against Israeli military targets and one on the Zaraite settlement. The attacks were "in response to the Israeli attacks on villages and civilians," Hezbollah said.

The IDF statement said "artillery struck the sources of the fire."

"A suspicious aerial target crossed from Lebanon into Israeli territory" in the area of Yiftach, a kibbutz in northern Israel, and was "successfully intercepted by the IDF Aerial Defense Array," the statement said.

Two IDF soldiers sustained moderate injuries and were taken to a hospital to receive medical treatment, the IDF said.

Israel and Lebanon have engaged in crossfire on their borders the last few months.

Netanyahu confidant and Israeli national security adviser will visit DC to discuss Rafah operation

One of Israeli Prime Minister Benjamin Netanyahu’s closest confidants, Ron Dermer, and Israel's national security adviser Tzachi Hanegbi will be heading to Washington, DC, to meet with US officials, according to a statement from Netanyahu's office obtained by CNN.

The statement did not say which US officials the Israeli delegation will meet with or when the visit will happen. The White House said earlier Tuesday that it expects the visit to happen early next week . 

Dermer is currently a member of Israel’s war cabinet and a former ambassador to the United States.

The US has been calling on Israel to explain how it intends to keep safe over 1 million Palestinians who are seeking refuge in southern Gaza, as Israel warns that it will soon launch a military offensive into Rafah. So far, US President Joe Biden's administration says a plan has not been presented.

On Monday, US national security adviser Jake Sullivan told reporters Biden had asked Netanyahu to send a team to Washington “to hear U.S. concerns about Israel’s current Rafah planning and to lay out an alternative approach that would target key Hamas elements in Rafah and secure the Egypt-Gaza border without a major ground invasion.”

But the Israeli statement Tuesday said that Netanyahu “is determined to act in Rafah in order to finally eliminate the remaining Hamas battalions, while providing humanitarian solutions to the civilian population.” 

The Israeli delegation will be accompanied by a representative — who was not named — for Israel’s Coordination of Government Actions in the Territories, the statement said.

WHO warns growing number of infants in Gaza are on the "brink of death" due to lack of food

The World Health Organization issued another stark warning about the deteriorating humanitarian situation in Gaza and a spokesperson on Tuesday said a growing number of infants there are on the “brink of death” from acute hunger.

"What doctors and medical staff are telling us is, more and more, they are seeing the effects of starvation; they’re seeing newborn babies simply dying because they (have) too low birth weight," WHO spokesperson Dr. Margaret Harris said.

While young children and infants are among the least able to cope with chronic hunger, the WHO says there is a rising number of dangerously underweight pregnant women, as well.

"This is entirely man-made, everything we're seeing medically; this was a territory where the health system functioned well," Harris said.

The WHO was aiming to build emergency malnutrition stabilization centers in Gaza, but progress had been hampered by a lack of security. One center had been established in southern Gaza, and the WHO is attempting to establish one in northern Gaza, “but we can’t bring them in at the scale and to the people without the access and the safety. So there is no answer until there’s a ceasefire,” Harris said.
