According to the Bureau of Labor Statistics, a total of 353,000 new positions were added to the job market in January, 2024. It’s a job hunter’s market, and applicants are enjoying wider choices when it comes to hiring, plus they get to enjoy a greater range of salaries. Job seekers are searching for positions that offer high-paying positions with other benefits such as low stress , requiring only an associate degree , tailored just for introverts or high-paying women-led jobs. Now companies are listing high-salaried jobs for entry-level candidates.

High-Paying Entry-Level Jobs

According to the Bureau of Labor Statistics, jobs that require at least five years of experience pay two times more than those with no experience requirement. But there are a handful of major companies offering highly competitive salaries above the median average wage for entry-level positions. Most of these lucrative jobs are with large healthcare, finance and retail companies. In a new study, CashNetUSA analyzed regional job listings and ranked large companies based on the percentage of entry-level jobs that pay the best in the U.S. Here are the top 15 entry jobs above median pay that offer the highest compensation for the least experience:

How to Secure an Entry-Level Job

Entering the world of work or a new industry can be an adventure—but it can also be stressful if you look at it as a problem to solve. What will the interview be like? Who will conduct it? Or will I be able to be on the top of my game? Matt Pelkey recommends giving yourself the best shot at finding employment quickly. Pelkey—senior lead content strategist at Enova (CashNetUSA’s parent company)—suggests these five steps to make an impression and stand out above the competition.

  • Build your network. “You’re never too young to start networking. Let family and friends know you are looking for work and join industry events and online communities. You may find a connection that can provide you with interesting opportunities or even an introduction to an employer.”
  • Polish your resume and cover letter for each job. “Employers get a lot of applications for entry-level positions. Stand out by referring to the employer by name in your letter, mentioning something you respect about the company. And adapt your resume to make it easy for them to spot the parts that are relevant to the position.”
  • Highlight your transferable skills. “If you lack direct experience or qualifications, draw attention to your other skills and achievements and illustrate how they apply to the job at hand. For example, accomplishments such as captaining a sports team or excelling at school debates demonstrate your confidence and communication skills.”
  • Practice being interviewed. “If you don’t have much experience in job interviews, a little preparation can help you seem more professional. Ask your school or college careers advisor for help, or prepare a list of common questions and practice answering them with a friend.”
  • Follow up with a call or email. “Remind the employer that you’re personable and highly motivated by sending a thank you note and addressing it by name.”

This position will be responsible for assisting in the administrative effort required to oversee and provide technical and specialized assistance with Commercial Vehicle regulations and the online permitting system (Epro). Provide technical knowledge/expertise, development, and feedback regarding Administrative Rules; Title 28 laws regarding movement and credentialing of commercial vehicles; assistance with training and development of new policies and/or processes, Implementation training of internal and external customers on new policies and/or processes, Implementation and possible development of new Department policies, new data, and on-line permitting requirements, provide assistance and technical knowledge statewide for internal and external customers. Examine vehicle registrations and other documents to determine authenticity. Issue permits and calculate, collect appropriate fees and taxes, and complete associated cash reconciliations. Is responsible for the security of cash receipts, information, and a wide variety of accountable forms. Regulates, through permit issuance, domestic and foreign-based commercial vehicle traffic entering and exiting the State. Performs duties that involve continual public contact, which may involve face-to-face contact with irate individuals. Must possess the ability to prepare presentations and interact with the public. This position will be responsible for the accuracy and timeliness of all work products, tracking, and monitoring of information.

Performs highly complex and specialized administrative work in preparing weekly and monthly reports, internal and external professional and legal correspondence, the development and modification of forms; technical assistance and guidance related to rule, regulation, and policy interpretation, and maintenance of all record-keeping activities. Answer various inquiries pertaining to motor vehicle administrative rules, regulations, federal and state statutes, policies, and procedures. Resolves customer issues, problems, and/or concerns. Provides motor carrier customer contact, follow-up, and information referral service relative to the ECD Enforcement programs. Liaisons with law enforcement agencies, and IT personnel (programmers and techs) in handling needs, responding to questions, and providing necessary administrative assistance. Also coordinates general business and logistical matters, consulting with unit supervisors on administrative problems and procedures, and assists in developing and instituting improvements and modifications. Issues applicable permits, routes over-dimensional loads, and collects appropriate fees and taxes. Reconciles cash receipts and prepares daily deposits. Must identify when enforcement actions are required and refer the problem to an enforcement officer or supervisor. Must have and maintain a valid Arizona driver's license. As this position requires driving or the use of a vehicle as an essential function of the job, then the following requirements apply. Energy agency announces $475M in funding for clean energy projects on mine land sites

FRANKFORT, Ky. — The Biden administration pumped more money into clean energy projects Thursday, announcing up to $475 million in federal funding for projects in five states — including the political battleground states of Pennsylvania, Arizona and Nevada.

The projects will accelerate clean energy development on current and former mine lands, the U.S. Department of Energy announced. The other states benefiting — Kentucky and West Virginia — are solidly Republican and have been hit hard by the downturn in the coal sector.

The funding comes from the $1 trillion bipartisan infrastructure law — one of President Joe Biden’s hallmark legislative victories. The projects in Kentucky, West Virginia and Pennsylvania advance efforts to transition away from coal to solar and hydropower.

The administration said the clean energy projects will strengthen the country’s energy security while helping ensure mining communities continue playing a role in the energy economy.

“Workers and communities that powered our country for the last 100 years deserve the chance to power us for the next 100 and beyond,” Deputy Energy Secretary David Turk said in a press call Wednesday.

Energy and climate policies have emerged as flash points in this year’s presidential race between Biden and Republican former President Donald Trump . Trump has indicated he’ll try to roll back Biden’s clean energy investments and expand drilling for oil and natural gas if he returns to office.

Biden’s administration said the latest round of funding reinforced his commitment to building an “inclusive and equitable clean energy future that creates healthier, more resilient communities.”

In Kentucky, a $1.3 billion pumped storage hydroelectric facility will be built on a former coal mine site, Democratic Gov. Andy Beshear said. The project has been approved for a federal grant totaling up to $81 million to assist with construction of the plant in Bell County in southeastern Kentucky, Beshear said.

“The mountains in this area provide the perfect landscape for moving water from one elevation to another, creating electricity when we need it,” Turk said.

Coal employment numbers in Kentucky have fallen sharply over the last decade as demand for coal has declined. Kentucky employed about 4,700 mine workers at the end of 2023, including about 2,700 in underground mines, compared to nearly 12,000 total miners in 2013, according to numbers provided by the state.

The Lewis Ridge Pumped Storage Project by Rye Development in Kentucky will create about 1,500 construction jobs to build what officials described as a first-of-its-kind coal-to-pumped storage hydropower facility, Beshear said.

“We believe ... this is the largest investment ever in eastern Kentucky,” he said.

Once built, the facility will create 30 operations jobs and generate enough energy to power nearly 67,000 homes, he said.

The federal funding also will support:

—A project in southeast Arizona to deploy direct-use, geothermal, clean heat combined with a battery energy storage system at two active copper mines. It will help decrease the mines’ reliance on thermal backup generators while supporting the annual extraction of 25 million pounds (11.3 million kilograms) of copper. Kathleen Quirk, president of Freeport Minerals Corp., said the copper the project plans to extract from already-mined material was previously considered unrecoverable. The project aims to create 121 construction jobs and 12 permanent operations jobs.

—A project in Nevada’s Elko, Humboldt and Eureka counties to develop a solar facility and accompanying battery energy storage system across three active gold mines. By shifting to clean energy, the project could demonstrate a replicable way for the mining industry to reach net-zero operations while meeting growing demands for minerals, the Energy Department said. Project construction is estimated to create about 300 jobs.

—A project in Clearfield County, Pennsylvania, to repurpose nearly 2,700 acres (1,090 hectares) of former coal mining land to create a utility-scale solar facility. The project will generate enough clean energy to power more than 70,000 homes. It will increase regional access to clean energy and fill a critical electricity-generation gap following the closure of the Homer City coal plant, the department said. More than 750 construction jobs and six operations jobs are expected to be created by the project. The project owner, Boston-based Swift Current Energy, has said construction could begin as early as summer 2024 and is scheduled to be online by the second half of 2026. In November, it announced that it had a 20-year contract to supply power to New York’s grid.

—A project in Nicholas County, West Virginia, to repurpose two former coal mines with a utility-scale solar system that would power about 39,000 homes. The two inactive mine sites provide land and access to existing energy infrastructure that will transmit the solar energy the project generates to the grid. The project is projected to create about 400 construction jobs and four operations jobs.

Biden administration to cancel $5.8bn in student debt for public service workers

Under the Public Service Loan Forgiveness program, 77,700 people working in government and non-profit jobs will see relief

The Department of Education announced on Thursday plans to cancel $5.8bn in student debt for 77,700 public service workers who qualify under the Public Service Loan Forgiveness (PSLF) program.

The program, which was created in 2007, promises student debt cancellation to graduates working full-time in public service jobs in government and the non-profit sector. The program only went into effect in 2017 – but the Department of Education under the Trump administration rejected the vast majority of applicants for relief when it kicked in.

Biden ’s ramped-up efforts to cancel student debt come as the 2024 election approaches and polls show Biden struggling with young voters , in large part due to his support for Israel’s war in Gaza. He has leaned on young Democrats in Congress to carry his message that student debt is a top concern for his administration – like Maxwell Frost, the youngest member of Congress, who touted Biden’s position on student debt cancellation earlier this month.

By making funding already outlined in law available to borrowers, Biden is attempting to make good on his promise to address the student debt crisis despite a US supreme court ruling last year that killed his $430bn debt relief program. The plan the supreme court struck down would have applied to individuals earning less than $150,000 a year, cancelling $20,000 for Pell grant recipients and up to $10,000 for others.

“Today, more than 100 times more borrowers are eligible for PSLF than there were at the beginning of the administration,” said the US education secretary, Miguel Cardona, in a statement on Thursday. “The Biden administration is turning a promise broken under our predecessor into a promise kept.”

Student debt has ballooned in the last two decades, with federal and state governments slashing spending on higher education and Americans increasingly turning to college and graduate school in search of job opportunities in the wake of the 2008 economic crash. For-profit colleges, with higher acceptance rates, attract students but often leave them saddled with predatory loans.

As of the Thursday announcement, the Biden administration has approved $146.3bn in student debt cancellation over the course of his first term in office, according to the Department of Education. The Public Service Loan Forgiveness program accounts for $62.5bn of the total allocation of debt relief since Biden took office.

“Through all of our various student debt relief actions, nearly four million Americans have had their student debt cancelled under my administration,” said Biden in a statement on Thursday. “And, in the wake of the supreme court’s decision on my administration’s original student debt relief plan, we are continuing to pursue an alternative path to deliver student debt relief to as many borrowers as possible as quickly as possible.”

Biden Administration Announces Rule Aimed at Expanding Electric Vehicles

The regulation would essentially require automakers to sell more electric vehicles and hybrids by gradually tightening limits on tailpipe pollution.

The Biden administration on Wednesday issued one of the most significant climate regulations in the nation’s history, a rule designed to ensure that the majority of new passenger cars and light trucks sold in the United States are all-electric or hybrids by 2032.

Nearly three years in the making, the new tailpipe pollution limits from the Environmental Protection Agency would transform the American automobile market. A record 1.2 million electric vehicles rolled off dealers’ lots last year, but they made up just 7.6 percent of total U.S. car sales, far from the 56 percent target under the new regulation. An additional 16 percent of new cars sold would be hybrids.

Cars and other forms of transportation are, together, the largest single source of carbon emissions generated by the United States, pollution that is driving climate change and that helped to make 2023 the hottest year in recorded history . Electric vehicles are central to President Biden’s strategy to confront global warming, which calls for cutting the nation’s emissions in half by the end of this decade. But E.V.s have also become politicized and are a flashpoint in the 2024 presidential campaign.

“ Three years ago, I set an ambitious target : that half of all new cars and trucks sold in 2030 would be zero-emission,” said Mr. Biden in a statement. “Together, we’ve made historic progress. Hundreds of new expanded factories across the country. Hundreds of billions in private investment and thousands of good-paying union jobs. And we’ll meet my goal for 2030 and race forward in the years ahead.”

The rule increasingly limits the amount of pollution allowed from tailpipes over time so that, by 2032, more than half the new cars sold in the United States would most likely be zero-emissions vehicles in order for carmakers to meet the standards.

That would avoid more than seven billion tons of carbon dioxide emissions over the next 30 years, according to the E.P.A. That’s the equivalent of removing a year’s worth of all the greenhouse gases generated by the United States, the country that has historically pumped the most carbon dioxide into the atmosphere. The regulation would provide nearly $100 billion in annual net benefits to society, according to the agency, including $13 billion of annual public health benefits thanks to improved air quality.

The standards would also save the average American driver about $6,000 in reduced fuel and maintenance over the life of a vehicle, the E.P.A. estimated.

The transition to electric vehicles would require enormous changes in manufacturing, infrastructure, technology, labor, global trade and consumer habits.

And it has become politically fraught. Former President Donald J. Trump, who is campaigning to retake the White House from Mr. Biden in November, has sought to weaponize electric vehicles, repeating false claims during campaign rallies about their performance and affordability and using increasingly heated rhetoric . Most recently, he warned of a “blood bath” in the middle of a remarks about electric vehicles.

The American Fuel & Petrochemical Manufacturers, a lobbying organization, has started what it says is a “ seven figure ” campaign of advertising, phone calls and text messages against what it falsely calls “Biden’s E.P.A. car ban” in the swing states Pennsylvania, Michigan, Wisconsin, Nevada and Arizona, as well as in Ohio, Montana and the Washington, D.C., market.

The E.P.A. regulation is not a ban. It does not mandate the sales of electric vehicles, and gas-powered cars and trucks could still be sold. Rather, it requires carmakers to meet tough new average emissions limits across their entire product line. It’s up to the manufacturers to decide how to comply.

Under the Clean Air Act, the agency can limit the pollution generated by the total number of cars sold each year. E.P.A. officials said automakers could comply with the emissions caps by selling a mix of conventional gasoline-burning cars, hybrids, electric vehicles or other types of vehicles, such as cars powered by hydrogen. The new regulation, which would not apply to sales of used automobiles or light trucks, would take effect starting with model year 2027.

Car companies that exceed the new restrictions could face substantial penalties.

John Bozzella, president of the Alliance for Automotive Innovation, which represents 42 car companies that produce nearly all the new vehicles sold in the United States, said in a statement that the new rule was “a stretch goal” but one that offered some flexibility. “The future is electric,” he said. Still, the rules “are mindful of the importance of choice to drivers and preserve their ability to choose the vehicle that’s right for them,” he said.

But the rule is expected to face an immediate legal challenge by a coalition of fossil fuel companies and Republican attorneys general, complaints that are likely to wind their way to the Supreme Court.

“They may wish for us all to drive E.V.s or no cars at all, but at the end of the day that’s not their decision,” said Elizabeth Murrill, the attorney general of Louisiana, a major oil and gas producing state that has been involved in a series of lawsuits challenging the Biden E.P.A. “There is a limit to their authority to remake society in their own vision and the court has realized that.”

The auto emissions rule is the most impactful of four major climate regulations from the Biden administration, including restrictions on emissions from power plants , trucks and methane leaks from oil and gas wells . The rule comes on top of the 2022 Inflation Reduction Act , the biggest climate law in the nation’s history, which is providing at least $370 billion in federal incentives to support clean energy, including tax credits to buyers of electric vehicles.

The policies are intended to help the country meet Mr. Biden’s target of cutting U.S. greenhouse emissions in half by 2030 and eliminating them by 2050. Climate scientists say all major economies must do the same if the world is to avert the most deadly and costly effects of climate change.

“These standards form what we see as a historic climate grand slam for the Biden administration,” said Manish Bapna, president of the Natural Resources Defense Council Action Fund, a political action committee that aims to advance environmental causes.

Mr. Bapna’s group has calculated that the four regulations, combined with the Inflation Reduction Act, would reduce the nation’s greenhouse emissions 42 percent by 2030, getting the country most of the way to Mr. Biden’s 2030 target.

Mr. Trump has promised to delete those climate programs should he return to the White House.

The Biden administration is racing to finalize climate regulations to protect them from one looming threat in a polarized political climate: According to statute, as long as the rule is published more than 60 legislative days before the end of the presidential term, it cannot be eliminated by a simple majority vote in Congress.

In writing the final tailpipe regulation, the administration relaxed some elements in a concession to car manufacturers and their biggest union, the United Auto Workers.

Even though major auto companies have been investing substantially in building and marketing all-electric vehicles, they have complained that the pace of change required under the rule as originally proposed a year ago was too rapid.

Unionized auto workers, who fear a rapid transition to electric vehicles because they have fewer parts that require fewer workers to produce, and because many new E.V. plants are being built in states that don’t support union labor, told the White House the same thing.

In a statement on Wednesday, the United Auto Workers said the E.P.A. had “come a long way to create a more feasible emissions rule” that would protect workers who build gas-powered cars while creating a path for car makers to “implement the full range of automotive technologies to reduce emissions.”

Mr. Biden needs both cooperation from the auto industry and political support from the unionized auto workers who backed him in 2020. The auto industry employs thousands of voters in Michigan, a swing state that could determine who will win the White House in November.

In response, the final E.P.A. rule relaxed the pace at which automakers must comply with the rule in its early years, ramping it up sharply only after 2030.

That lowers the number of E.V.s that automakers must sell before 2030, and it also means that emissions will go down more slowly. Climate scientists have warned that emissions must drop sharply and quickly in order to stave off the most catastrophic impacts of climate change.

“E.P.A. caved to pressure from Big Auto, Big Oil and car dealers and riddled the plan with loopholes big enough to drive a Ford F150 through,” said Dan Becker, director of the Center for Biological Diversity’s Safe Climate Transport Campaign. Gas-powered cars would “dominate sales through much of this decade, guzzling and polluting into the middle of the century,” he said.

E.P.A. officials said the final rule would still cut the same amount of emissions over 30 years.

Asked about that trade-off in a telephone call with reporters, Michael S. Regan, the administrator of the E.P.A., said the changes were designed to lead to a “stronger, more durable” policy, in other words, one less likely to be rolled back by a future administration or the courts. “We’re not sacrificing the environmental gains we want to see,” he said.

Even if the new E.P.A. limits survive legal challenges, a transition away from the internal combustion engine depends on a number of other factors.

A lack of public charging stations for electric vehicles remains a problem. While more than 172,000 were installed last year, analysts project that the nation will need more than two million chargers by 2030 to support the growth in electric vehicles envisioned by the E.P.A. regulation.

At the same time, growth in sales of electric vehicles is slowing , even as the new regulations would require a nearly tenfold increase in such sales within just eight years. Buyers of new electric vehicles are eligible for up to $7,500 in federal tax credits, but only 18 models are currently eligible for that full credit, down from about two dozen last year. One of those eligible models, the Ford F-150 Lightning , an all-electric pickup truck that once had a waiting list of 200,000, last year saw sales of 24,000, far short of the 150,000 sales projected by Ford.

“At the end of the day, this is going to be up to consumers,” said Stephanie Brinley, an analyst for the Auto Intelligence service at S&P Global Mobility. “They’re being asked to change their patterns of what they drive, what they buy, how they interact with their vehicles. And you can’t push them faster than they are going to go.”

Today, the Biden-Harris Administration announced that the U.S. Department of Commerce and Intel Corporation have reached a non-binding preliminary memorandum of terms (PMT) to provide up to $8.5 billion in direct funding under the CHIPS and Science Act to strengthen the U.S. supply chain and re-establish American leadership in semiconductor manufacturing. Leading-edge logic chips are essential to the world’s most advanced technologies like artificial intelligence, and this proposed funding would help ensure more of those chips are developed and made domestically. As President Biden highlighted in his State of the Union, the CHIPS and Science Act is charting a new course to manufacture critical technologies in America, lead the world in innovation, and create good jobs here in the United States. This is the Department of Commerce’s fourth PMT announcement under the CHIPS and Science Act. 

Over the course of the next five years, Intel expects its investments in the United States to exceed $100 billion, as it expands capacity and capabilities in Arizona, New Mexico, Ohio, and Oregon, estimated to directly create over 10,000 manufacturing jobs and nearly 20,000 construction jobs. The Biden Administration’s proposed CHIPS investment, coupled with Intel’s investment, would mark one of the largest investments ever announced in U.S. semiconductor manufacturing. The PMT also includes approximately $50 million in dedicated funding to develop the company’s semiconductor and construction workforce. This builds upon Intel’s own workforce investments, totaling over $250 million in the past five years, as well as its strong partnerships with local communities, community colleges, universities, Historically Black Colleges and Universities (HBCUs), and apprenticeship programs.

“There is no one who cares more about revitalizing American manufacturing than President Biden, and today’s announcement is a massive step towards ensuring America’s leadership in manufacturing for the 21st century. Leading-edge chips power the most sophisticated technology on the planet, including developing AI and building critical military capabilities. Intel’s process technologies such as Intel 18A and advanced packaging technologies, combined with its foundry services, would better enable U.S. companies to lead the AI industry by ensuring we have a domestic supply of these advanced chips. 

“The CHIPS for America program will bring semiconductor manufacturing back to the U.S. and create a vital R&D ecosystem to keep it here,” said Under Secretary of Commerce for Standards and Technology and NIST Director Laurie E. Locascio . “The innovation sparked by this proposed investment would strengthen America’s technological and research leadership and significantly help enhance our nation’s manufacturing capacity while strengthening communities and creating good-paying jobs.”

“Today is a defining moment for the U.S. and Intel as we work to power the next great chapter of American semiconductor manufacturing innovation,” said Intel CEO Pat Gelsinger . “AI is supercharging the digital revolution and everything digital needs semiconductors. CHIPS Act support will help to ensure that Intel and the U.S. stay at the forefront of the AI era as we build a resilient and sustainable semiconductor supply chain to power our nation’s future.”

This proposed investment would deliver on the Administration's commitment to developing a robust domestic semiconductor ecosystem by reinforcing Intel's decades-long history in the United States. The investment will also enable the company to support industry-leading, U.S.-based fabless semiconductor companies with U.S.-based leading-edge production. The proposed CHIPS funding would strengthen all major technical processes for leading-edge chips to occur in the United States, including proposed investments in:

  • Chandler, Arizona: Construction of two new leading-edge logic fabs and modernization of one existing fab, significantly increasing leading-edge logic capacity, including high volume domestic production of Intel 18A – the company’s most advanced chip design that enables higher performing, leading-edge chips through RibbonFET gate-all-around transistors and PowerVia backside power delivery. The company will produce the first Intel 18A product, called Clearwater Forest, at its Arizona facilities. In 2022, Intel partnered with Maricopa County Community Colleges to launch a first-of-its-kind program with Intel employee-instructors to provide students an entry point into semiconductor technician careers. This investment will support 3,000 manufacturing jobs and 6,000 construction jobs.
  • Rio Rancho, New Mexico: Modernization of two fabs into advanced packaging facilities to close an important gap in the domestic semiconductor supply chain. When in full production, this facility will be the largest advanced packaging facility in the United States. To support engineering students in New Mexico, Intel established endowment scholarships at five colleges and universities and has supported STEAM education through investments, annual grants, and hands-on learning kits benefitting students living on indigenous lands. This investment will support 700 manufacturing jobs and 1,000 construction jobs.
  • New Albany, Ohio:  Creation of a new regional chipmaking ecosystem, anchored by the construction of two leading-edge logic fabs, expanded leading-edge foundry capacity, and supply chain diversification. Intel has devoted significant resources to develop a pipeline of skilled workers in Ohio, funding over 80 institutions of higher education across the state, including community colleges, HBCUs, and universities. As part of this investment in Ohio, Intel’s design and build partner Bechtel signed a Project Labor Agreement (PLA) with the North America Building Trades Unions for the construction of the two facilities. This investment will support 3,000 manufacturing jobs and 7,000 construction jobs.
  • Hillsboro, Oregon: Investment in the premier hub of leading-edge development in the United States through the expansion and modernization of technology development facilities that will utilize the world’s first High NA EUV lithography equipment. The Gordon Moore Park campus at Ronler Acres in Hillsboro, Oregon is the heart of Intel’s innovation hub for leading-edge semiconductor research and technology development in the United States. These investments will further the company’s technological leadership and enable the continued development of new innovations. In 2022, Intel spent more than $4 billion with more than 500 suppliers across Oregon. This investment will support several thousand manufacturing   and construction jobs. 

Intel currently uses 100% renewable electricity in U.S. fabs and has achieved net-positive water status in its U.S. operations through efficient water management, water reuse, and, in collaboration with local communities, investment in water restoration in local watersheds. In addition, as part of its broader workforce investment program, Intel has committed to providing affordable, accessible, high-quality child care for its workers across its facilities. For U.S. employees, Intel will be increasing the reimbursement amount and duration for its back-up care program and adding additional access to discounted primary child care providers, as well as access to a vetted network of child care providers. In addition, Intel will pilot a primary child care reimbursement program for non-exempt employees. 

In addition to the proposed direct funding of up to $8.5 billion, the CHIPS Program Office would make up to $11 billion in loans – which is part of the $75 billion in loan authority provided by the CHIPS and Science Act – available to Intel under the PMT. The company has indicated that it is planning to claim the Department of the Treasury’s Investment Tax Credit, which is expected to be up to 25% of qualified capital expenditures.

As explained in its first  Notice of Funding Opportunity (NOFO) , the Department may offer applicants a PMT on a non-binding basis after satisfactory completion of the merit review of a full application. The PMT outlines key terms for a CHIPS incentives award, including the amount and form of the award. The award amounts are subject to due diligence and negotiation of a long-form term sheet and award documents and are conditional on the achievement of certain milestones and remain subject to availability of funds. After the PMT is signed, the Department begins a comprehensive due diligence process on the proposed projects and continues negotiating or refining certain terms with the applicant. The terms contained in the long-form term sheet and the final award documents may differ from the terms of the PMT being announced today.

As President Biden highlighted in his State of the Union, the CHIPS and Science Act is charting a new course to manufacture critical technologies in America, lead the world in innovation, and create good jobs here in the United States. This is the Department of Commerce’s fourth PMT announcement under the CHIPS and Science Act.

Over the course of the next five years, Intel expects its investments in the United States to exceed $100 billion, as it expands capacity and capabilities in Arizona, New Mexico, Ohio, and Oregon, estimated to directly create over 10,000 manufacturing jobs and nearly 20,000 construction jobs. The Biden Administration’s proposed CHIPS investment, coupled with Intel’s investment, would mark one of the largest investments ever announced in U.S. semiconductor manufacturing. The PMT also includes approximately $50 million in dedicated funding to develop the company’s semiconductor and construction workforce. This builds upon Intel’s own workforce investments, totaling over $250 million in the past five years, as well as its strong partnerships with local communities, community colleges, universities, Historically Black Colleges and Universities (HBCUs), and apprenticeship programs.

“There is no one who cares more about revitalizing American manufacturing than President Biden, and today’s announcement is a massive step towards ensuring America’s leadership in manufacturing for the 21st century. With this agreement, we are helping to incentivize over $100 billion in investments from Intel – marking one of the largest investments ever in U.S. semiconductor manufacturing, which will create over 30,000 good-paying jobs and ignite the next generation of innovation,” said U.S. Secretary of Commerce Gina Raimondo . “This announcement is the culmination of years of work by President Biden and bipartisan efforts in Congress to ensure that the leading-edge chips we need to secure our economic and national security are made in the U.S.”

Leading-edge chips power the most sophisticated technology on the planet, including developing AI and building critical military capabilities. Intel’s process technologies such as Intel 18A and advanced packaging technologies, combined with its foundry services, would better enable U.S. companies to lead the AI industry by ensuring we have a domestic supply of these advanced chips.

“The CHIPS for America program will bring semiconductor manufacturing back to the U.S. and create a vital R&D ecosystem to keep it here,” said Under Secretary of Commerce for Standards and Technology and NIST Director Laurie E. Locascio . “The innovation sparked by this proposed investment would strengthen America’s technological and research leadership and significantly help enhance our nation’s manufacturing capacity while strengthening communities and creating good-paying jobs.”

“Today is a defining moment for the U.S. and Intel as we work to power the next great chapter of American semiconductor manufacturing innovation,” said Intel CEO Pat Gelsinger . “AI is supercharging the digital revolution and everything digital needs semiconductors. CHIPS Act support will help to ensure that Intel and the U.S. stay at the forefront of the AI era as we build a resilient and sustainable semiconductor supply chain to power our nation’s future.”

This proposed investment would deliver on the Administration's commitment to developing a robust domestic semiconductor ecosystem by reinforcing Intel's decades-long history in the United States. The investment will also enable the company to support industry-leading, U.S.-based fabless semiconductor companies with U.S.-based leading-edge production. The proposed CHIPS funding would strengthen all major technical processes for leading-edge chips to occur in the United States, including proposed investments in:

  • Chandler, Arizona: Construction of two new leading-edge logic fabs and modernization of one existing fab, significantly increasing leading-edge logic capacity, including high volume domestic production of Intel 18A – the company’s most advanced chip design that enables higher performing, leading-edge chips through RibbonFET gate-all-around transistors and PowerVia backside power delivery. The company will produce the first Intel 18A product, called Clearwater Forest, at its Arizona facilities. In 2022, Intel partnered with Maricopa County Community Colleges to launch a first-of-its-kind program with Intel employee-instructors to provide students an entry point into semiconductor technician careers. This investment will support 3,000 manufacturing jobs and 6,000 construction jobs.
  • Rio Rancho, New Mexico: Modernization of two fabs into advanced packaging facilities to close an important gap in the domestic semiconductor supply chain. When in full production, this facility will be the largest advanced packaging facility in the United States. To support engineering students in New Mexico, Intel established endowment scholarships at five colleges and universities and has supported STEAM education through investments, annual grants, and hands-on learning kits benefitting students living on indigenous lands. This investment will support 700 manufacturing jobs and 1,000 construction jobs.
  • New Albany, Ohio: Creation of a new regional chipmaking ecosystem, anchored by the construction of two leading-edge logic fabs, expanded leading-edge foundry capacity, and supply chain diversification. Intel has devoted significant resources to develop a pipeline of skilled workers in Ohio, funding over 80 institutions of higher education across the state, including community colleges, HBCUs, and universities. As part of this investment in Ohio, Intel’s design and build partner Bechtel signed a Project Labor Agreement (PLA) with the North America Building Trades Unions for the construction of the two facilities. This investment will support 3,000 manufacturing jobs and 7,000 construction jobs.
  • Hillsboro, Oregon: Investment in the premier hub of leading-edge development in the United States through the expansion and modernization of technology development facilities that will utilize the world’s first High NA EUV lithography equipment. The Gordon Moore Park campus at Ronler Acres in Hillsboro, Oregon, is the heart of Intel’s innovation hub for leading-edge semiconductor research and technology development in the United States. These investments will further the company’s technological leadership and enable the continued development of new innovations. In 2022, Intel spent more than $4 billion with more than 500 suppliers across Oregon. This investment will support several thousand manufacturing and construction jobs.

Intel currently uses 100% renewable electricity in U.S. fabs and has achieved net-positive water status in its U.S. operations through efficient water management, water reuse, and, in collaboration with local communities, investment in water restoration in local watersheds. In addition, as part of its broader workforce investment program, Intel has committed to providing affordable, accessible, high-quality child care for its workers across its facilities. For U.S. employees, Intel will be increasing the reimbursement amount and duration for its back-up care program and adding additional access to discounted primary child care providers, as well as access to a vetted network of child care providers. In addition, Intel will pilot a primary child care reimbursement program for non-exempt employees.

In addition to the proposed direct funding of up to $8.5 billion, the CHIPS Program Office would make up to $11 billion in loans – which is part of the $75 billion in loan authority provided by the CHIPS and Science Act – available to Intel under the PMT. The company has indicated that it is planning to claim the Department of the Treasury’s Investment Tax Credit, which is expected to be up to 25% of qualified capital expenditures.

As explained in its first Notice of Funding Opportunity (NOFO) , the Department may offer applicants a PMT on a non-binding basis after satisfactory completion of the merit review of a full application. The PMT outlines key terms for a CHIPS incentives award, including the amount and form of the award. The award amounts are subject to due diligence and negotiation of a long-form term sheet and award documents and are conditional on the achievement of certain milestones and remain subject to availability of funds. After the PMT is signed, the Department begins a comprehensive due diligence process on the proposed projects and continues negotiating or refining certain terms with the applicant. The terms contained in the long-form term sheet and the final award documents may differ from the terms of the PMT being announced today.

The Department has received more than 620 statements of interest, more than 170 pre-applications and full applications for NOFO 1, and more than 160 small supplier concept plans for NOFO 2. The Department is continuing to conduct rigorous evaluation of applications to determine which projects will advance U.S. national and economic security, attract more private capital, and deliver other economic benefits to the country. The announcement with Intel is the fourth PMT announcement the Department of Commerce has made under the CHIPS and Science Act, with additional PMT announcements expected to follow throughout 2024.
