air pollution , release into the atmosphere of various gases , finely divided solids, or finely dispersed liquid aerosols at rates that exceed the natural capacity of the environment to dissipate and dilute or absorb them. These substances may reach concentrations in the air that cause undesirable health, economic, or aesthetic effects.
Criteria pollutants.
Clean, dry air consists primarily of nitrogen and oxygen —78 percent and 21 percent respectively, by volume. The remaining 1 percent is a mixture of other gases, mostly argon (0.9 percent), along with trace (very small) amounts of carbon dioxide , methane , hydrogen , helium , and more. Water vapour is also a normal, though quite variable, component of the atmosphere, normally ranging from 0.01 to 4 percent by volume; under very humid conditions the moisture content of air may be as high as 5 percent.
There are six major air pollutants that have been designated by the U.S. Environmental Protection Agency (EPA) as “criteria” pollutants — criteria meaning that the concentrations of these pollutants in the atmosphere are useful as indicators of overall air quality. The sources, acceptable concentrations, and effects of the criteria pollutants are summarized in the table.

The gaseous criteria air pollutants of primary concern in urban settings include sulfur dioxide , nitrogen dioxide , and carbon monoxide ; these are emitted directly into the air from fossil fuels such as fuel oil , gasoline , and natural gas that are burned in power plants, automobiles, and other combustion sources. Ozone (a key component of smog ) is also a gaseous pollutant; it forms in the atmosphere via complex chemical reactions occurring between nitrogen dioxide and various volatile organic compounds (e.g., gasoline vapours).
Airborne suspensions of extremely small solid or liquid particles called “particulates” (e.g., soot, dust, smokes, fumes, mists), especially those less than 10 micrometres (μm; millionths of a metre) in size, are significant air pollutants because of their very harmful effects on human health. They are emitted by various industrial processes, coal- or oil-burning power plants, residential heating systems, and automobiles. Lead fumes (airborne particulates less than 0.5 μm in size) are particularly toxic and are an important pollutant of many diesel fuels .
Except for lead, criteria pollutants are emitted in industrialized countries at very high rates, typically measured in millions of tons per year. All except ozone are discharged directly into the atmosphere from a wide variety of sources. They are regulated primarily by establishing ambient air quality standards, which are maximum acceptable concentrations of each criteria pollutant in the atmosphere, regardless of its origin. The six criteria pollutants are described in turn below.

This article is based on “Poor air quality is a danger to public health” which was published in The Hindustan Times on 23/10/2020. It talks about the issue of Air pollution and the need for concerted efforts to deal with it.
Recently, the State of Global Air 2020 report was released. The report has highlighted two warnings for India. Firstly, India recorded the highest annual average PM 2.5 concentration exposure in the world in 2019. Secondly, the country has had the worst levels of PM 2.5 levels in the world for the last decade.
Despite many efforts taken by the government to tackle air pollution, the Indo-Gangetic plains pollution load has remained high. Moreover, air pollution has now become the largest risk factor for death among all health risks.
Hence, in order to mitigate the deleterious impact of air pollution on the health of the people, there is a need for urgent concerted effort to tackle this public issue.
Pollutants Causing Effect on Health
Pollutants with the strongest evidence for public health concern include particulate matter (PM), Ozone (O3), Nitrogen dioxide (NO2) and Sulphur dioxide (SO2).
These pollutants are capable of penetrating deep into lung passageways and entering the bloodstream causing cardiovascular, cerebrovascular and respiratory impacts.
Various Reports on Effect of Air Pollution
In 2019, over 116,000 infants in India died within a month after birth due to exposure to severe air pollution.
The report also suggests exposure to polluted air during pregnancy is linked to low weight and premature birth.
Further, it noted that long-term exposure to outdoor and household air pollution contributed to over 1.67 million annual deaths from stroke, heart attack, diabetes, lung cancer, chronic lung diseases, and neonatal diseases in India in 2019.
It kills 7 million people a year, far more than HIV, tuberculosis and malaria combined,
An estimated 4.2 million premature deaths globally are linked to ambient air pollution, mainly from heart disease, stroke, chronic obstructive pulmonary disease, lung cancer, and acute respiratory infections in children.
$225bn is lost labour income in 2013, or $5.11tn per year (about $1m a minute), if welfare losses are also added.
Source of Air Pollution
Several man-made factors, vehicular emissions, construction dust, garbage burning causes severe pollution.
The particles can be made of black carbon, nitrates, sulphates, ammonia or mineral dust.
Further, stubble burning is also one of the major sources of air pollution in northern India, especially in winters.
Natural Sources: Apart from it, there are some natural sources of outdoor air pollution such as dust storms.

The application of Graded Response Action Plan in the Delhi-National Capital Region (NCR) is a step in the right direction.
Innovative Measure: There is a need to adopt innovative solutions for in-situ treatment of pollution. For example, the Delhi government is also experimenting with a new organic way of decomposing stubble with Indian Agriculture Research Institute’s “Pusa decomposer”.
Therefore, citizens should continue to stand up for their right to healthy and sustainable environments and hold governments accountable.
Thereby, the need to enforce Polluter Pay principle and an environment tax must be levied from industries of polluting in nature.
Fighting air pollution is a public issue and subsequently an everybody’s responsibility. Therefore, the need is for concerted and coordinated efforts with active involvement of all the stakeholders. This should include the Government (national, state and local governments), cities, community at large and individuals.
Further, there is a need for policy which envisages a healthy energy transition and healthy urban planning transition.
“India recorded the highest annual average PM 2.5 concentration exposure in the world in 2019.” In the light of the statement discuss the need for urgent concerted effort to tackle this public issue.

Vice President Kamala Harris has for years made the environment a top concern, from prosecuting polluters as California’s attorney general to sponsoring the Green New Deal as a senator to casting the tiebreaking vote as vice president for the 2022 Inflation Reduction Act, the largest climate investment in United States history.
As she runs for the White House, Ms. Harris is widely expected to try to protect the climate achievements of the Biden administration, a position that could resonate with voters during a summer of record heat. A clear majority of Americans, 65 percent, wants the country to focus on increasing solar, wind and other renewable energy and not fossil fuels, according to a May survey by the Pew Research Center.
Last year, Ms. Harris flew to the United Nations global climate summit in Dubai, United Arab Emirates, where she told world leaders that “the urgency of this moment is clear. The clock is no longer just ticking, it is banging. And we must make up for lost time.”
That was a subtle reference to former President Donald J. Trump, who made the United States the first and only country to withdraw from the global Paris Agreement to limit greenhouse gas emissions. (The United States subsequently rejoined under President Biden.) The Republican nominee in the current race for the White House, Mr. Trump has indicated that he would again pull back from the global fight against climate change if he is elected in November.
“Around the world, there are those who seek to slow or stop our progress, leaders who deny climate science, delay climate action, and spread misinformation,” Ms. Harris said at the summit. “In the face of their resistance and in the context of this moment, we must do more.”
Republicans have targeted the Inflation Reduction Act, promising to overturn it if they win control of Congress and the White House. That law pumps more than $370 billion over 10 years into wind, solar, batteries and electric vehicles. It is designed to help the country move away from fossil fuels, the burning of which is driving up global temperatures. At their convention last week, Republicans promised to halt any transition away from oil, gas and coal, and to promote more fossil fuel development.

You'll apply for a federal loan with the FAFSA, and a private loan on the lender's website.
The FAFSA takes about an hour to complete, while private applications can just a few minutes.
You'll need a credit check to get a private loan and to get a Direct PLUS Loan from the government.
If you need help paying for college and didn't receive enough money through scholarships or work-study programs, you may need to take out a student loan to cover the costs of school.
Getting a student loan is a fairly straightforward process. You'll apply for the loan through a federal or private lender , then wait for the funds to be disbursed to your school.
The FAFSA is the key to obtaining federal aid. FAFSA — which stands for Free Application for Federal Student Aid — determines one's eligibility for loans, grants, and work-study.
To get started, create your FSA ID, which is essentially your electronic signature for the FAFSA. Parents of dependent students also need an FSA ID. From there, check federal and state deadlines. And remember: Applying early is best!
You won't need a credit check with federal loans, with the exception of a Direct PLUS Loan , which is lent to the parents of undergraduate students or to professional and graduate students. This loan is not based on financial need and has a higher interest rate than subsidized or unsubsidized loans.
Each school that you've been accepted to will send out a financial award letter detailing the aid package being offered. It will include grants, scholarships, work-study details, and federal student loans (subsidized and/or unsubsidized). After reading through your letter, decide which package makes the most sense for your situation. You don't have to accept the full loan amount offered.
If you have the option, you'll want to take out a subsidized loan over an unsubsidized loan . Subsidized loans are made based on financial need, and the government pays the interest on your loan while you're in school. Financial need doesn't factor into unsubsidized loans, and interest begins to accrue immediately.
Once you've decided on a financial aid package, fill out any required paperwork and keep all your documents in a safe place. From there, sign up for any online sessions explaining your borrower responsibilities.
You'll also need to sign a Master Promissory Note if you choose to take out a loan. An MPN is a legal document you sign to promise to pay back your loan along with interest and fees. You'll also determine the amount of money you want to borrow and your repayment term. The government won't disburse your loan until you sign this document.
You can generally expect your school to get your federal funds about 10 days before classes begin. You may experience a 30-day delay if you are both a first-year student and a first-time borrower.
Private student loans often come with higher interest rates and fewer protections for borrowers than federal student loans, but you may need to take them out if your federal options don't cover the cost of your school.
You can find different applications for private student loans on lenders' websites. You'll probably need to provide similar financial and identification documents as you would on the FAFSA, though the requirements will vary by lender.
Private lenders will run a credit check to figure out if you qualify for a loan, much like the federal government does with Direct PLUS Loans. Discuss details with your particular lender.
You can apply for a private student loan much more quickly than a federal student loan. You could get your rates and see whether you're approved for a loan within a few minutes with some businesses, and most companies will give you an approval decision within 15 minutes.
If you want to know the status of your loan disbursement, you can usually check a lender's online portal or call customer service. You'll need to agree to terms similar to those in an MPN and sign a binding document.
Once you officially accept the loan, your college will likely get funds from a private lender within two to 10 weeks. You'll get the funds in your personal bank account if you take out a direct-to-consumer loan, while your school's financial aid office will get the money if you take out a school-certified loan.
You can fill out the FAFSA before being accepted, but you'll need to add schools later to actually receive award letters.
Schools will usually disburse loans at the start of each semester, but timing can vary.

If you don’t have enough Social Security credits to get benefits on your own work record or your own benefit is small, you may be able to receive benefits as a spouse. Your spouse must be receiving benefits for you to get benefits on their work record. If your spouse does not receive retirement or disability, you’ll have to wait to apply on your spouse’s record.
In addition, to be eligible for spouse’s benefits, you must be one of the following:
62 years of age or older.
Any age if you have a child who is younger than 16 in your care or has a disability and is entitled to benefits on your spouse’s record.
How the spouse’s benefit is determined
Your full spouse’s benefit could be up to one-half the amount your spouse is eligible to receive at their full retirement age. If you choose to receive your spouse’s benefits before you reach full retirement age, your payment will be permanently reduced.
Your spouse may have postponed or plan to postpone their retirement to increase their monthly benefit amount by earning delayed retirement credits . However, your maximum spouse’s benefit remains 50% of their full retirement age benefit, not their higher amount including delayed retirement credits. (Your benefit as a surviving spouse would be based on the higher amount.)
If you wait until you reach full retirement age to receive benefits, you’ll receive your full spouse’s benefit amount. You may also get your full spouse’s benefit if you are under full retirement age, but care for a child and one of the following applies:
The child is younger than age 16.
The child has a disability and is entitled to benefits on your spouse’s record.
Payments to family members do not decrease your spouse’s retirement or disability benefit.
If you get retirement and spouse’s benefits
If you’re eligible for retirement and spouse’s benefits, you must apply for both, and you’ll receive a combined benefit equaling the higher spouse’s amount.
This requirement is called “deemed filing” because when you apply for one benefit you are “deemed” to have applied for the other benefit.
If you receive retirement on your own record, we will pay that amount first. If your benefits as a spouse are higher than your own benefit, you will get a combination of benefits that equals the higher spouse’s benefit.
Consider this example: Sandy is eligible for a monthly retirement benefit of $1,000 and a spouse’s benefit of $1,250. If she waits for Social Security until her full retirement age, she will receive her own $1,000 retirement benefit. We will add $250 from her spouse’s benefit, for a total of $1,250 a month. Sandy only gets an additional spouse’s benefit because her own benefit is less than half her spouse’s full retirement age benefit.

If I am getting a spousal benefit on my spouses record before my full retirement age and my spouse passes,does my benefit automatically switch to the survivor benefit even though I am not at FRA or does my spousal benefit stop and I wait till FRA to get the full survivor benefit? Also will my taking the spousal benefit before my FRA decrease my survivor benefit ?

Statement from President Joe Biden on $1.2 Billion in Student Debt Cancellation for 35,000 Borrowers
Today, my Administration is canceling student debt for 35,000 people through Public Service Loan Forgiveness, bringing the total number of Americans who have benefitted from our various debt relief actions to 4.76 million people. Each of those borrowers has received an average of over $35,000 in debt cancellation. These 35,000 borrowers approved for forgiveness today are public service workers – teachers, nurses, law enforcement officials, and first responders who have dedicated their lives to strengthening their communities, and because of the fixes we made to Public Service Loan Forgiveness, they will now have more breathing room to support themselves and their families.
Today’s announcement comes on top of the significant progress we’ve made for students and borrowers over the past three years. That includes providing the largest increases to the maximum Pell Grant in over a decade; fixing Income-Driven Repayment so borrowers get the relief they are entitled to under the law; and holding colleges accountable for taking advantage of students and families. And earlier this year, I laid out my Administration’s new plans that would cancel student debt for more than 30 million Americans when combined with everything we’ve done so far.
