When Black boaters faced discrimination on the water, this yacht club became a refuge

ANNAPOLIS, Maryland — David Turner, whose father and grandfather worked the Chesapeake Bay as crabbers and oystermen, recalls "getting up at the crack of dawn" as a kid to help out on weekends and summers.

"I hated it," he says. Turner's childhood experience on Kent Island left him wanting "nothing to do with the water."

"That's why I went to college," he says.

He also remembers his father and grandfather's stories of racial discrimination they encountered on the bay. "They couldn't get parts," he says. "They couldn't get fuel."

Turner's dislike for the water eventually faded. In fact, as he got older, he found that the Chesapeake Bay was "in my bloodstream." He bought a boat. Then another. Eventually, in 2007, he joined the Seafarers Yacht Club of Annapolis.

The historically Black group of like-minded boaters is what drew him in. "I found a group of people who were serious about boating, serious about the community," he says. "They weren't worried about what they did for a living every day. They were interested in boating and the broader community."

A safe haven for Black boaters

If not for the nautical flagpole out front and the placard next to the entrance, the headquarters of the club, founded in 1959 by a handful of Black boaters, would blend seamlessly into the surrounding houses in the city's Eastport district. In many ways, it's a reflection of the area's history and how attitudes have evolved over time. The Maryland capital was once an infamous slave port, and until the early 1960s, the club's headquarters served as a segregated school for "colored children."

In and around Annapolis at that time, some fuel docks refused to serve Black boat owners, says SYC Commodore Benny McCottry.

"They would have to be creative and say, 'I'm here to get gas for the the boss' or something of that nature," he says. "So people would assume this boat didn't belong to them."

Today, the SYC is one of several yacht clubs started by Black boat owners that still dot the Chesapeake and its tributaries. It is equal parts boating organization, social club and community center. Despite the COVID-19 pandemic, the Seafarers have continued to flourish, now boasting about 80 members.

A space for children to learn about the water

On a recent Friday inside the SYC's headquarters, about 40 children wearing matching yellow-and-blue shirts fidget in their seats as they gather for the final day of a two-week youth program. The popular summer curriculum aims to teach an eclectic variety of life skills — from boat handling and fishing to physical fitness.

But on this day, swimming and chess are at the top of the list. The children had been anticipating a cruise on the Chesapeake Bay, but the weather wasn't cooperating.

"Just like in chess, we need to adjust our plan," Vice Commodore Derrick Cogburn announces to the seated kids. Plan B is to watch Queen of Katwe , a film about Phiona Mutesi, a Ugandan girl who rises out of the slums of Kampala to become an international chess star.

Chess, Cogburn tells the children, can help them learn discipline, abstract thinking and how to be flexible about strategy.

The club has its own pool and McCottry, 72, a former Red Cross water safety instructor, rattles off some sobering statistics that illustrate why swimming is a focus: African Americans are 1.5 times more likely to drown than their white counterparts.

According to club member Alice Mahan, who is coordinator for the summer program, "Most of these kids, when they came, did not even want to get their faces wet."

One of them is 10-year-old Olivia Oliver. Entering the program two weeks ago, she did not know how to swim. Now, she says she's mostly confident in the water, but still a little nervous on the deep end. For her, the best part of the program was kayaking. "It was super fun and interesting to see all the jellyfish in the water," she says.

The SYC also hosts Annapolis' only Sea Scout ship as part of the Boy Scouts of America-affiliated program. Some of its top Scouts have gone on to the U.S. Naval and Coast Guard academies.

Confidence and camaraderie

Lonnie Alsop, 69, who joined the club just a few months ago, says he's known about the Seafarers since he was a boy. "My father had friends who were members," he says. "My dad was not a boat owner. I was always hoping he would be, but that never happened."

Alsop says he's always had a love of water. "I bought my first boat when I was 16 years old, which was a speed boat," he says. "I went from there to larger and larger boats. And so finally I got involved in cigarette-style boats, and I had those for years."

"I always wanted to be a Seafarer, but my life has been so busy that I didn't think I had time to be totally involved in and do the types of things in the community that they are constantly involved in."

He says he's "looking forward to spending more time with them and getting involved in some of the programs that they're carrying on in the community."

The days of being turned away at fuel docks are long gone. Many places on the bay are very welcoming, Alsop says. But even now, he says he's "not super comfortable going to marinas where I'm not really familiar."

"To be honest with you, having the camaraderie of some of the guys who are of my same race makes [me] a little more confident," he says.

I need to update my review. A couple of developments happened during our visit. 1) I needed a pumpout and AMCY had a pumpout station at a T-head, however there was a boat docked at the pumpout. AMCYC had rented this dock space to the boater, so nobody could pump out. The boater would not move. I found out boaters at the facility were unhappy. The only solution the dock master had was to go to another marina to pump out. 2) The dock master indicated that we would get a weekly rate, however we got charged on our credit card a daily rate which was very expensive. These two events soured our impression of the facility.. The location is still good location in proximity to downtown and local pubs.

Dusty Rhoades (Dockmaster) was fantastic at helping us book the slip, answer questions, and providing a welcoming environment. We needed some work done on the boat and Dusty pointed us to options for local service providers. The dock is in good condition and the location is great. Local restaurants/pub are within walking distance. You can easily get to Downtown Annapolis without a car. There is a little beach next to marina and plenty of parking available. There is plenty of depth on the approach to the marina. See you on my next trip Dusty.

We visited AMCYC with our yacht club in July. It was a wonderful experience and we will definitely be going back. Dusty Rhoades, the Dockmaster, was friendly, professional and always helpful. It is a small marina with a good size pool and patio. Annapolis is walking distance for those who walk or a short water taxi or Uber ride. There are many restaurants down the street from the marina you can walk to. The sea wall works well to protect your boat while in the slip. We highly recommend AMCYC!

Honestly the friendliest club we visited while in Annapolis, (unlike the "other" club with a similar name) . Docks are sturdy and well kept. Nice people at the docks and wonderful follow up from the dock master when calling to make arrangements to stay. Would stay again for sure.

Crime and public safety | loved ones march through annapolis one year after three fathers were killed in alleged hate crime.

On June 11, 2023, Mario Mireles, 27, his father, Nicholas Mireles, 55, and Christian Segovia, 25, were shot and killed in between two front yards in southeast Annapolis. They were among a group of family and friends celebrating a birthday when an argument over parking turned the 1000 block of Paddington Place into a sprawling crime scene. Three others were shot, as well, but survived.

In the days after the shooting, federal and local investigators sealed off much of the community, which has since been commemorated to the Mireles family with a new sign off Edgewood Road. When the tape was torn down and the block became accessible again, bullet holes marked the sides of cars and houses; window glass from where one of the guns was fired coated a flower bed; and orange spray paint marking evidence dotted the sidewalks and street.

The shooter, Charles Robert Smith, 44, lived with his mother, Shirley, on Paddington Place, three doors from Mario Mireles. Over the years, the families had disagreements , court records show, climaxing last June when Shirley Smith complained about a luxury vehicle blocking her driveway. When Mario confronted her about it, the argument escalated, becoming physical and then deadly once her son got involved.

Smith was arrested the night of the shooting and was indicted a month later on hate crime and first-degree murder charges — assertions Anne Arundel County State’s Attorney Anne Colt Leitess hopes to prove alongside prosecutor Jason Steinhardt. A hearing in circuit court is scheduled at the end of July, with a two-week trial set to begin Feb. 7 .

On Tuesday, family, friends and mourners marched from the Maryland State House to Annapolis City Dock in honor of their loved ones. Together, on a makeshift, tented stage, they described their grief, in disbelief that a year has already gone by since their lives were changed forever.

Had postponements not taken place, Smith would have been in the middle of his trial Tuesday.

“It’s exhausting,” Judi Abundez, Mario Mireles’ widow, told The Capital. “We want justice.”

The shooting shocked the Annapolis community, which at that point had not experienced mass violence in nearly five years, when a gunman attacked the Capital Gazette’s newsroom and killed five journalists.

A week after the three men were killed, on Father’s Day, hundreds marched the same route  covered Tuesday — an especially bitter memorial, as both Mario Mireles and Segovia were expecting children when they died.

One year later, the impact the three men’s loss continues to have on their families was at the forefront of Tuesday’s ceremony.

Eric Velasquez Perez, Nicholas Mireles’ son, said he hopes to be the strong father figure for his eight siblings that Nicholas was for him. Holding a microphone, he was comforted by one of his sisters the first moment he became overcome with emotion. He embraced her, wrapping his arm around her head.

“I try to be strong for my siblings because sometimes it hurts,” Velasquez said. “Seeing them … not knowing that their father [isn’t] there, it hurts really bad.”

Mario Mireles and Christian Segovia were the first two people shot by Smith. Nicholas Mireles was shot in the head trying to run to his son’s side.

“He was trying to be an amazing father, but his life was taken,” Velasquez said. “He was just trying to help his son that was dying. Why? Why does he get killed for saving his son? Tell me that.”

A large crowd of friends, community members and leaders offered their support to the Mireles and Segovia families Tuesday.

Bryan Martinez met Mario Mireles in 2010, shortly after moving to Annapolis from Georgia. They became fast friends at Annapolis High School and it was at his house one day, when Segovia was working on Martinez’s car, that Mario and Segovia met.

As Martinez walked down Main Street on Tuesday, he pushed his baby in a stroller. He reminisced about his friends who, until their deaths, were in roughly the same place in life as he was; they grew up together and they raised their kids together.

“They’re all great people,” Martinez said.

Those who spoke Tuesday remembered the three men with passion and affection. But when they spoke of local leaders, officials who they met in droves last June, they spoke with frustration and disappointment.

Christian Segovia Sr. remembered meeting Gov. Wes Moore soon after his son’s death. He recalled telling the governor not to shake his hand if he wasn’t going to do anything to help the mourning families and their children. But Moore took Segovia’s hand that day, issuing a promise the father said has not yet been fulfilled.

“That’s a shame,” Segovia said. “But he can still make it up.”

Carter Elliott, the governor’s spokesman said later Tuesday night in a statement that the Moore-Miller administration has worked with the families to assist them in healing after “this horrific tragedy.”

“The Governor’s Office of Crime Prevention and Policy has been in regular contact with the families involved to help them through the process of applying for assistance and funds. The office also has several members who fluently speak Spanish to assist with any necessary translation,” Elliott said.

The spokesman said the state remains the payer of last resort for many of these expenses, and that victims have often expressed significant frustration with the timeliness and extent of services through the victims’ compensation system.

He said tragedies, like last June’s shooting, helped inspire two pieces of legislation introduced and signed by the governor this year: the Victim Compensation Reform Act, which will modernize Maryland’s victims’ compensation program, and the creation of the Center for Firearm Violence Prevention and Intervention, the state’s first statewide office of gun violence prevention.

“The Moore-Miller Administration will continue to work with the families involved to ensure that they are receiving the proper assistance they deserve, and the administration will continue to advocate for changes to a system that previously has left so many that have suffered from these tragedies frustrated,” Elliott said.

Segovia said he’s been able to rely on the community for support since last year’s shooting. The night of the attack, though he lives in Severn, he was contacted by Susy Cruz at St. Mary’s Church in Annapolis. All she wanted to know, Segovia said, was how the church could help. Since then, St. Mary’s has offered the family regular financial support, Segovia said.

Cruz did not immediately return a phone call after Tuesday’s event.

Segovia said Tuesday that he did not know how many friends he had, that any friend of his son’s was a friend of his.

While members of both families demanded more action from public officials, some attended Tuesday’s ceremony, including Annapolis Mayor Gavin Buckley and Maryland State Del. Shaneka Henson.

Buckley said last June’s shooting demonstrated that Annapolis was not simply “a place where everybody belongs to a yacht club,” but a “real city… a real urban area” with blends of people and a complex set of social issues. He said his administration is dedicated to combating hate, but that more needs to be done.

“If this city was a more inclusive place, what happened a year ago would never have happened,” Buckley said.

Julian Segovia, Christian Segovia’s brother, challenged the mayor’s remarks, saying “performative actions,” like displaying Pride and Juneteenth flags, “do not lead to material change.”

However, looking to the people in the crowd Tuesday, Julian Segovia said that what was needed for hope and help was demonstrated through them.

“This is what community looks like,” Julian Segovia said. “This is the important part of Annapolis. This is the important part of the state of Maryland.”
