Project Overview

East Gippsland Shire Council has commenced planning for the redevelopment of the Gippsland Lakes Yacht Club (GLYC).

This project was first identified in the development of strategic plans for Paynesville including the Paynesville Town Centre Structure Plan and the Paynesville Foreshore Management Plan 2017 .

The current GLYC building includes a structure that was relocated to the site in the 1940’s from a former site of the GLYC and over the years extensions have been added. In recent years the foundations of the existing building have deteriorated to the extent that major repair work or redevelopment is required. The current facility due to its age and condition is no longer able to meet contemporary accessibility needs of the club or the wider community.

The benefit of the project includes the economic activity associated with the construction, establishment and maintenance of the Gippsland Lakes Yacht Club and the improved health outcomes for the Paynesville community ensuring continued strong local economic growth through the tourism sector.

The completion of the project will see numerous health and social benefits for the East Gippsland community. The Gippsland Lakes Yacht Club in Paynesville is the region's largest yacht club, and one of the most active clubs in regional Victoria, hosting state and national sailing regattas on an annual basis.

The site is the biggest venue in Paynesville (100 seats) and also provides a centralised venue to host a number of annual/bi-annual events such as the Paynesville Music Festival, the Paynesville Classic Boat Rally, and Marlay Point Overnight Race and a range of community events.

Some of the social benefits of the project include:

  • better support and enable world class sailing events for the next 50 to 75 years.
  • expand the offer and ability to attract yachting events (including World Championships) to Paynesville.
  • maximise the commercial and visitor economy opportunities of a unique waterside location.

Community Engagement

Representatives of the GLYC were actively involved in the development of the design brief and will continue to be actively involved as the project progresses. Feedback from the broader community is important and a broader community engagement process will be undertaken throughout the planning process, with communications and consultation at each stage of the project [as outlined in the Project Lifecycle to the right of screen].

Project Reference Group

A Project Reference Group (PRG) has been established to help guide this project moving forward. The group was assembled on a voluntary basis with the intention to support and co-operate with all parties in the spirit of goodwill and working towards the common purpose. The PRG will provide a representative viewpoint on the design options and will be included in communications of detailed design. Reference Group members will contribute their knowledge about issues that are relevant to the project and provide representation for a variety of stakeholder interests.

Specifically, the PRG will:

  • Provide input, advice and recommendations to the Project Control Group;
  • Review and comment on draft project documents;
  • Ensure that the views and interests of their organisation/interest group and the community are represented, and that relevant stakeholders are engaged;
  • Provide an active and positive contribution to the project;
  • Champion the project within the community;
  • Help achieve community participation;

Funding from Regional Development Victoria and East Gippsland Shire Council has been provided for the project planning only at this stage. Construction is subject to future funding applications.

Project Update - 21 December 2023

The Project Reference Group has been meeting monthly since it was established in July 2023. They have been working with the Project Supervisor and architects to develop initial concept designs which accommodate stakeholder requirements and community interest.

Development of the concept designs has to include requirements and considerations, such as storage for boats (heights and lengths), and significant progress has been made already.

Council officers are currently writing a submission to the Commonwealth Growing Regions Fund for sufficient funding to see completion of both the Paynesville Foreshore and the redevelopment of the Gippsland Lakes Yacht Club. The submission process is significant, and an outcome will not be known until 2024.

Project Update - 7 July 2023

We have received significant interest from people who are interested in joining the Gippsland Lakes Yacht Club Renewal Project Reference Group (PRG).

Thank you to all of the people who have expressed their interest in joining the PRG and taking the time to submit their application. Our Project team are in the middle of reviewing all applications and contacting those selected to join the group. Please note that there is a limited number of spots and not all of the applicants will be chosen due to the extremely high level of interest.

In the meantime, we encourage your continued interest in this project and welcome your participation in community consultation and engagement scheduled throughout the delivery of this project. Dates and times will be advised on YourSay, when available.
